- This notice is not a solicitation announcement and will not constitute any commitment by the Government. Neither unsolicited proposals nor other kinds of offers will be considered in response to this Sources Sought Notice. Market research is being conducted to gain knowledge of potential qualified small business sources to determine if they can effectively compete on a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract with a 12-month base year and four 12-month option years. The contract requires a contractor to furnish all planning,�supervision, and labor to perform Geographical Information Systems Development and Analysis, and support of the National Coastal Mapping Program (NCMP) and Dredging Quality Management (DQM) Programs to the Spatial Data Branch and Operations Division in Mobile, AL. The anticipated overall contract value is $49.9 million. The places of performance are predominantly the Mobile District Office, but certain aspects of DQM and NCMP have continental US requirements. Duties include, but are not limited to: 1) ���� Design, development, and implementation of customized systems and solutions for Branch clients using ESRI�s ArcGIS family of client, server and online geographic information system software. 2) ���� Develop and manage data in geodatabases using SQL, Oracle, and other RDBMS. 3) ���� Perform common GIS tasks and customize ArcGIS graphical user interfaces (GUI). 4) ���� Build custom components to extend the functionality of the ArcGIS suite of software. 5) ���� Use and customize various imagery software to collect, process, and visualize LIDAR and various imagery formats. 6) ���� Process base map data for loading into district spatial geodatabases. 7) ���� Maintain FGDC compliant metadata for all spatial data. 8) ���� Provide any combination of GPS and GIS services to create original mapping, format conversion, data maintenance and report preparation for various customers. 9) ���� Use SDSFIE standards for maintaining all data structure. 10) �� Support component-based architectures including OO, COM, and/or SOA. 11) �� Support industry-standard technology such as REST, SOAP, XML, web services, application servers, and/or web servers. 12) �� Support data modeling, ingestion, processing, analysis, and API management. 13) �� Support work in the Azure Cloud environment including (but not limited to) IASS and PAAS technologies such as Databricks, App Services, Kubernetes, Containerization, Azure AD, and Key Vault. 14) �� Support for Azure Cloud network design and implementation. 15) �� Perform application development and programming using HTML, .NET, APIs, SQL Server, Oracle, React, TypeScript, Python, and Java-Script 16) �� Perform Agile software development, source code management, and DevSecOps using Gitlab. 17) �� Personnel working as system/network administrators under this contract are required to have and maintain Information Assurance Certification as outlined in AR 25-2. 18) �� Support for documentation related to requirements, specifications, operating procedures, and cyber. 19) �� Support for the Risk Management Framework (RMF) process and Enterprise Mission Assurance Support Service (eMASS) records. 20)��� Support for Information Assurance (IA) and security controls 21) �� Support research in cutting edge technologies including artificial intelligence, machine learning, and augmented/virtual reality 22) �� Provide GIS, GPS, LIDAR, UAV, and imagery support to the USACE National Coastal Mapping Program at various locations in the continental US 23) �� Support DQM program QA of dredge plants in the continental US. (USE OF A GREYLINE INSTRUMENTS PDFM 5.1 DOPPLER FLOW METER IS NOW REQUIRED BY THE GOVERNMENT TO SUPPORT DQM) This is a Market Research and Sources Sought Notice only. No award will result from this Sources Sought Notice. There is no solicitation available at this time; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in accordance with the Federal Acquisition Regulation and its supplements. It is the contractor�s responsibility to monitor the Government Point of Entry for the release of any solicitation. This Sources Sought Notice is not to be construed as a commitment by the U.S. Army Corps of Engineers (USACE), Mobile District to issue a solicitation or ultimately award a contract.� Neither unsolicited proposals nor other kinds of offers will be considered in response to this Sources Sought Notice. This Source Sought Notice does not create an obligation on behalf of the Government to make an award of any contract pursuant to this announcement. The purpose of this sources sought notice is to determine the availability of qualified contractors to perform these services and to determine socioeconomic classifications (Small Business, HUBZone, Service-Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, etc.) associated with each. The primary North American Industrial Classification System (NAICS) Code applicable to this requirement is 541990. The small business standard for which is a concern, including its affiliates whose average annual gross revenues does not exceed $14M for the past three years. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. RESPONSE INSTRUCTIONS Responses are requested with the following information: 1. Contractor�s name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification (to include any designations such as Small Business, HUBZone, Section 8(a) contractor, Service-Disabled Veteran owned Small Business, Small Disadvantaged Business, Women Owned Small Business, etc.) shall be indicated on the first page of submission. 3. Contractor shall identify the percentage of services provided to the commercial marketplace and the percentage of services provided to government agencies. 4. Documentation should be submitted with the following considerations: a) Provide Offerors' name, address, points of contact with telephone numbers and e-mail addresses. Provide confirmation of active System for Award Management (SAM) registration. b) Business size/classification to include any designations as Certified Small Business, HUBZone Certified Small Business Concern, Section 8(a) contractor, Service-disabled Veteran-owned Small Business, Small Disadvantaged Business, Women-Owned Small Business and Large Business Concern shall be indicated on first page of submission. c) Submit a statement of your firm's ability to perform Technical Support services similar to or the same as the requirements and the criteria listed above, including: Experience in performance of similar contract tasks in the last 5 years. No more than five (5) similar service contracts will be reviewed. Experience and ability to provide contract services that successfully demonstrate contractor's timeliness/effectiveness of contract problem resolution without extensive customer guidance. Experience and ability to incorporate and manage changes of requirements and/or priorities within scope of contract including planning, execution and response to customer changes. Experience and ability to successfully respond to emergency and/or surge situations (including notifying Contracting Officer Representative or Contracting Officer in a timely manner regarding urgent contractual issues). Experience and ability to execute a successful quality control program. Experience and ability to execute a successful safety program to include ability to maintain an environment of safety, adhere to its approved safety plan, and respond and correct safety issues. d) � Project information is not to exceed 1 page per project and should include title, location, general description of the project, Offeror's role, dollar value of the project, and name of the company, agency or Government entity for which the work was performed with contact information (reference name, phone number and email address). The above requested information shall not exceed a total of fifteen (15) pages on 8.5"" x 11"" paper, 12-point Times New Roman font, with a minimum of one (1) inch margins all around.� Please do not provide standard marketing brochures or catalogs. Responses will be evaluated on the basis of demonstrated functional capability. Responses are due no later than 09 February 2023, 2:00 p.m. CDT.
