- SOURCES SOUGHT ANNOUNCEMENT The 763d Enterprise Sourcing Squadron (763 ESS) is seeking market information for potential sources capable of providing Headquarters Air Mobility Command Directorate of Operations (HQ AMC/A3) Initial, Refresher, Academic and Simulator training as well as a variety of technical courses for United States Air Force (USAF) flight crews operating Gulfstream series aircraft (Gulfstream). CONTRACTING OFFICE ADDRESS: 763d Enterprise Sourcing Squadron (763 ESS) 510 POW/MIA Drive Scott AFB, IL 62225 INTRODUCTION: This is a Sources Sought Notice to determine the availability and technical capability of large and small businesses (including the following subsets, Small Disadvantaged Businesses, Historically Underutilized Business Zone (HUBZone) Firms; Small Business Administration Certified 8(a), Service-Disabled Veteran-Owned Small Businesses (SDVOSB) �and Women-Owned Small Businesses (WOSB)) to provide the required, �services. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: Contract Number: FA4452-19-D-A-006 Contract Type: Firm-Fixed Priced (FFP) Incumbent and their size: FlightSafety International Inc, Large CAGE Code: 1B493 UEI: PYJTDDEXEDH3 Method of previous acquisition: Full and Open via Sam.gov The 763 ESS is seeking information for potential sources with the capability to provide Initial, Refresher, Academic and Simulator training under a firm fixed-price contract that supports the USAF Gulfstream series Aircraft inventory including the USAF C-37A or Gulfstream V (GV) and the USAF C-37B or Gulfstream 550 (G550). Should a future requirement evolve from this preliminary planning process, it is anticipated that the period of performance will be a one-year base period, with four one-year option periods. REQUIRED CAPABILITIES: The Government requires contractor support providing Initial, Refresher, Academic, and Simulator Training, as well as a variety of technical courses for USAF flight crews operating Gulfstream series aircraft. All training shall be conducted in a Federal Aviation Administration (FAA) approved training center (located in the Continental United States) by FAA certified instructors with a minimum of one year experience in type. To be considered qualified, each contractor must possess an applicable training program approved under 14 Code of Federal Regulation (CFR) Part 142 or equivalent. At a minimum, the contractor shall furnish onsite, an FAA Certified Level C or better fully operational flight simulator appropriate to the Gulfstream aircraft model, C-37A or C-37B, training being conducted.� The USAF C-37A and C-37B simulators must also be capable of CAT II Instrument Landing System (ILS) approaches, or better. The required training includes the following: Initial and Refresher Pilot/Flight Engineer Training, Differences Pilot/Flight Engineer Training, Pilot/Flight Engineer Proficiency Training, Senior Officer Training, Head-Up Display (HUD) training, Enhanced Vision System (EVS) Training, Supplementary Simulator Training, Crew Emergency Training, Category II ILS Training, Required Navigational Performance (RNP) Authorization Required (AR) Pilot Training, Reject Takeoff Pilot Training, Upset Prevention Initial Training, Flight Engineer Advanced Specialty Training, Initial Maintenance Training, Engine Run and Taxi Training, Maintenance Differences Training, Operational Maintenance Training, Avionics Maintenance Training, and Advanced Troubleshooting.��� All training courses shall include handouts, access to any pertinent computer-based libraries, and on-line computer-based training as deemed appropriate by the contractor for training purposes. USAF cockpit procedures shall be used and instructed.� A syllabus in the contractor�s format will be provided to each student prior to the beginning of class. The flight engineer student is part of the USAF aircrew; The Initial Qualification Training and Refresher Simulator student will attend and participate in the pre-brief, simulator, and post-brief sessions.� The flight engineer student will participate in the execution of checklists for all simulator sessions, unless specifically excused by appropriate USAF personnel (e.g., unit training, USAF contract manager etc.) by e-mail.� The flight engineer will not be removed from the simulator session to accommodate simulator operator evaluations, training, or maximum occupancy restrictions, unless coordinated and approved by the USAF. During training, pilots shall split the flying time between the left and right seat.� The individual student pilot is responsible for any FAA prerequisites and coordination with the contractor if they wish to receive an Airline Transport Pilot (ATP) certification or 14 CFR Part 61.58 check. The table below lists the main technical/task requirements of the attached Draft PWS. You must identify the percentage of the task that your company can accomplish and include supporting information, which demonstrates your capabilities to meet that percentage. Supporting information shall not reiterate the language of the tasks provided in the Draft PWS, but rather, it shall provide details regarding your company's capabilities to execute these tasks. A cross-reference matrix is requested which links the Draft PWS task to the supporting information provided. Past performance (Commercial or Government) information that is related to the tasks in the Draft PWS is requested. PERFORMANCE OBJECTIVE PWS Para. PERFORMANCE THRESHOLD PERCENTAGE COMPANY CAN ACCOMPLISH Provide Initial Pilot and Flight Engineer Training 1.3.1.1. COR shall receive no more than one valid student complaint concerning quality of instruction during a training quarter. Provide Refresher Pilot and Flight Engineer Training 1.3.1.2. COR shall receive no more than one valid student complaint concerning quality of instruction during a training quarter. Provide Technical Training Courses 1.3.1.7. � 1.3.1.12.1 1.3.3.3. � 1.3.3.4. COR shall receive no more than one valid student complaint concerning quality of instruction during a training quarter. Provide Miscellaneous Training Courses 1.3.1.3. � 1.3.1.5. 1.3.1.13. � 1.3.1.15. 1.3.3.1 � 1.3.3.9 COR shall receive no more than one valid student complaint concerning quality of instruction during a training quarter. Provide Specialty Training Courses 1.3.1.16. 1.3.2.4.-1.3.2.8. COR shall receive no more than one valid student complaint concerning quality of instruction during a training quarter. Provide Specific Differences Training Courses 1.3.2.-1.3.2.3. COR shall receive no more than one valid student complaint concerning quality of instruction during a training quarter. Provide Simulator Training/Time 5.2. 5.6. 6.7.1. 6.7.1.1. FAA Certified Level C or better fully operational (100% of the time) Flight Simulator appropriate to the Gulfstream aircraft model training being conducted. The simulators must also be capable of CAT II Instrument Landing System approaches, or better. Provide Simulator Position Fill Ins 1.3.1.6. COR shall receive no more than one validated student complaint concerning position fill ins during a training quarter. Provide Completed AF Forms and other documentation as required 1.3.3.9., 1.3.4., 6.1., 6.3. Completed documentation IAW PWS shall be provided on time, 95% of the time with 100% accuracy. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 611512, Flight Training, with the corresponding size standard of $34 M. To assist 763 ESS in determining the level of participation by small business in any subsequent procurement that may result from this Sources Sought Notice, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirement areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women- owned Small Businesses, HUBZone Small Firms, and SBA 8(a) Firms. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. To make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company�s ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14).
