- This Request for Information (RFI) is issued by the United States Coast Guard (USCG) for informational, market research, and planning purposes only. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. No contract award will be made based on any responses to this notice. The Government is not responsible for any costs associated with providing information in response to this RFI and no reimbursement will be made for any cost associated with effort expended in responding to this notice. Submission of proprietary information is not requested, and respondents shall refrain to the maximum extent practical from providing proprietary information in response to this RFI. If respondents volunteer to provide proprietary information, clearly mark such proprietary information appropriately and separate it from the unrestricted information as an appendix. The U.S. Coast Guard, Surface Forces Logistics Center, Engineering Services Division (ESD), In Service Vessel Sustainment (ISVS) team has a requirement to procure switchboard retrofit kits for the 270� WMEC class cutters.�� The USCG will need up to a total of seven (7) 270 WMEC Ships Service Switchboard Retrofit Kits, Affinity Power Systems P/N SWBD-SS-WMEC270B; seven (7) 270 WMEC Emergency Service Switchboard Retrofit Kits, Affinity Power Systems P/N SWBD-E-WMEC270B.� Additionally USCG will need up to a total of three (3) 270 WMEC Ships Service Switchboard Retrofit Kits, Affinity Power Systems P/N SWBD-SS-WMEC270A; three (3) 270 WMEC Emergency Service Switchboard Retrofit Kit, Affinity Power Systems P/N SWBD-E-WMEC270A; and up to a total of ten (10) Onboard Repair Parts Kits, Affinity Power Systems P/N OBRP-270; and Technical Representative services to provide commissioning support and operational and maintenance training to replace the existing switchboard controls on the 270� WMEC SLEP cutters as part of their 270� WMEC Service Life Extension Program (SLEP). The Government intends to solicit and award one fixed price contract to Affinity Power Systems, the Original Equipment Manufacturer. The Government does not possess the technical and engineering data required to enable award of this follow-on contract on a competitive basis. All technical and engineering data is proprietary to the OEM. Companies having the ability to provide the required part numbers may submit their capabilities which the Agency will consider. Information submitted must clearly identify (1) the Offeror's ability to provide the part numbers required; and (2) previous contract information where these parts and services have been provided to the Government and/or commercial customers. This data must include sufficient information to allow the Coast Guard to evaluate the information relative to the above requirements. Information must be submitted within ten (10) calendar days from the date this notice is posted. Concerns that respond to this notice must fully demonstrate a bona fide capability to meet the requirements. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. The submission of this data for review shall not impede the award of this contract. The Government does NOT intend to pay for information solicited. This synopsis is issued pursuant to FAR 6.302-1 and HSAM 3006.302-1. SAM can be obtained by accessing the internet at www.sam.gov. Failure to submit sufficient detailed information may result in considering a company as not a viable source and may influence competition and set-aside decisions. Regardless of the information obtained from this Sources Sought Notice, the Government reserves the right to consider any arrangement as deemed appropriated for this requirement. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response to this Sources Sought Notice. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation.
