- THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA) the National Center for Advancing Translational Sciences (NCATS), intends to negotiate and award a purchase order without providing for full and open competition (including brand-name) to IonField Systems of 1 Executive DR STE 8 Moorestown, New Jersey 08057-4222, United States for IonField 1536 Cleaning Stations and TipChargers and the Pureplate MCS System. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE and SET ASIDE STATUS The intended procurement is classified under NAICS code 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance with a Size Standard of $11.0. � REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures. Contracts awarded using FAR Part 13�Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6�Competition Requirements. FAR Subpart 13.106-1 (b) Soliciting from a single source provides that: For purchases not exceeding the simplified acquisition threshold, Contracting officers may solicit from one source IF the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name OR industrial mobilization). The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2022-08 dated October 22, 2022. DESCRIPTION OF REQUIREMENT PURPOSE AND OBJECTIVES: Service Agreement for IonField 1536 TipCharger � Hamamatsu unit Service Agreement for IonField 1536 TipCharger � Pin Tool unit Service Agreement for IonField 1536 TipCharger � FLIPR#2 unit Service Agreement for IonField 1536 TipCharger � Backup unit Service Agreeent for PurePLATE MCS System plate washer Unit 1 is installed in a Hamamatsu FDSS, Unit 2 is installed in the Core Lab Pin Tool Station, Unit 3 is installed in the newer Molecular Devices FLIPR. Unit 4 is a newer 1536 TipCharger purchased with the newer FLIPR. All listed units are included in Item 1. The quoted backup 1536 TipCharger was covered under warranty through the end of FY 2021. It is added to the Service Agreement in the renewal periods. Cleaning stations and controllers needing repair have to be returned to IonField. Turn around for a controller repair is typically one to two days. Repair of a cleaning station can take one to two weeks if the parts needed are in inventory. If parts are not in inventory, electrodes take a minimum 8 weeks to build and one to two weeks to install and test. Item #2 is proposed to provide on-site back up to minimize downtime. All these units are critical to lab operations. The quoted price includes parts and labor for system repair due to normal operation. As the backup 1536 TipCharger has been purchased, IonField would install the backup cleaning station/controller at the same time they inspect and remove any station/controller needing repair and would require assistance from NCATS staff for alignment. Optionally due to current health advisories, IonField would provide phone support for NCATS staff while they remove a cleaning station and replace it with the back-up cleaning station. The hardware does not have any components needing end user adjustment. Products covered by the service agreement will be inspected annually to assess system status and check performance. Delivery/Deliverables: One time delivery within approximately 7-10 days after receipt of order. IonField Systems is to provide one year of maintenance on the TipCharger Plasma cleaning units integrated onto the Hamamatsu FDSS as well as on the pintool on the primary screening system.� For one year, plus 2 option years, ARO, IonField Systems is to provide labor, hardware replacement when necessary and a yearly preventative maintenance on the 4 TipCharger Plasma cleaning devices and the PurePLATE MCS.� Additionally, if a TipCharger cleaning station needs to be repaired IonField Systems will either guide NCATS on swapping that particular unit with the backup cleaning station or perform the swap with NCATS assistance when inspecting a 1536 Cleaning station needing repair. ESTIMATED PERIOD OF PERFORMANCE: FY23 Base (DOA � One Year) FY24 Option Period 1 (One Year) FY25 Option Period 2 (One Year) CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, IonField Systems of Moorestown, NJ is the only vendor in the marketplace that can provide the services required by NIDA . The intended source is: 1 Executive DR STE 8 Moorestown, New Jersey 08057 CLOSING STATEMENT THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Unique Entity ID (UEI), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.
