Responses to this notice shall contain sufficient information to establish the interested parties bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Unique Entity ID (UEI) , the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by 01/31/2023 at 11:59 PM EST and must reference synopsis number NHLBI-RTB-23-004992 . Responses shall be submitted electronically to travis.brown@nih.gov. Responses will only be accepted if dated and signed by an authorized company representative. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Project Title. GE Healthcare EBIKE EL Cycle Ergometer for Stress Echocardiography Statement of Need. NHLBIs Cardiovascular Branch seeks to purchase a cycle ergometer specifically allow exercise during echocardiography procedures in order to show MR-derived pressure vs. the invasive reference standard and to assess diastolic function with MR using left atrial strain measurements with new ultra-high flow resolution. GE Healthcare diagnostic EBIKE EL cycle ergometer for stress echocardiography unit allows faculty to perform high fidelity gradient waveform measurements on our MRI system and to characterize our gradient system hardware performance. Specifically, the Cardiovascular Intervention Laboratory in collaboration with Emory University Hospital Midtown requires a system that will 1) provide signal transmission without disrupting MR measurements 2) make automatic recordings of all relevant parameters (e.g. force, distance, frequency and energy output) 3) has fully automatic force adaptation powered by a pneumatic system and regulation of the energy output by control software 4) stress-test the heart in a magnetic resonance bore and is suitable for all magnetic field strengths. Market research has not yielded another commercial alternative that meets the requirements outlined above. Therefore, the DIRs needs can only be met by purchasing the GE Healthcare EBIKE EL cycle ergometer for stress echocardiography unit. Specifically, the EBIKE EL Cycle Ergometer for Stress Echocardiography Unit from GE Healthcare provides the following features: Faculty can investigate performance and perfusion of the myocard during and after exercise via MRI or magnetic resonance spectroscopy (MRS). Measure energy metabolism, in-vivo metabolic studies: 31P MRS, 13C MRS, and determination of mitochondrial function, anaerobic and aerobic capacity, and glycogen metabolism. Track lipid metabolism and deoxymyoglobin: 1H-MRS, tracking of intra- and extra-myocellular lipids and myoglobin. Monitor blood oxygen level dependency = BOLD, monitoring of the oxygen supply within the tissue perfusion MRI, microcirculation within the exercising muscle or the myocardium. phase-contrast MRI, assessment of blood flow in the feeding vessel or changes in the tissue elasticity (cartilage, disks). Provide CINE MRI, cardiac function, real time imaging of pressure-sensitive tissue like cartilage, ligamenta and disks. Track diffusion tensor imaging, fiber tracking in muscle tissue. Specifically, the DIR requires the following system components: Item # Description Quantity EBIKE EL Transport and Insurance On Site One Day Training Connection and Set up Cables
