Description

This is a Synopsis Notification transaction.� The Mission and Installation Contracting Command (MICC) at West Point is exercising the option to extend the term of Contract# W911SD21P0027 with Atlas Systems Inc.� The extension follows the current Period of Performance from 02/15/22 thru 02/14/23 - to - 02/15/23 thru 02/14/24 in accordance with FAR 52.217-9.� This action is based on the company being the sole developer and provider of the product and / or service and is therefore the only source capable of satisfying the Government�s requirement in accordance with FAR 13.106-1(b)(1)(i) and 13.501(a)(1)(ii).� The Government intends to solicit and negotiate with: � � � � � � � � � � � Atlas Systems Inc. � � � � � � � � � � � 5712 Cleveland St, Suite 200 � � � � � � � � � � � Virginia Beach, Va. 23462-1780 ������ This action is for continued access to Atlas Systems Inc. digital platform and its proprietary materials through The Jefferson Library at West Point.� The requirement covers a 12-month (1 year) period: MFR:� Atlas Systems Inc. P/N#:� None ITEM:� Data Hosting Fee (AEON Platform) (FY23) QTY:� 1 Year (12 months) PoP:� 02/15/23 thru 02/14/24 The NAICS Code Qualifier is 541511 and the SBA Size Standard is $30 Million. This is considered a sole source to Atlas Systems Inc. � based on market research and to the best of MICC West Point�s knowledge � their digital platform and its contents are proprietary.� Previous notices for other sources produced no responses.� Furthermore, Atlas Systems Inc. does not allow access to their digital platform through third parties.�� This Synopsis Notification is not a request for competitive proposals and no solicitation document is available.� However, any interested party that believes is capable of meeting our requirement on future renewals may identify themselves but must submit evidence of their capability to fulfill the requirement as an authorized agent of Atlas Systems Inc.� If a vendor is an authorized agent of Atlas Systems Inc., they must submit written proof from Atlas Systems Inc. that says they are authorized to sell / provide access to Atlas System�s digital platform and its contents.� INFO WILL BE VERIFIED.� All interested parties must provide the following data with their responses:� 1.� Company Name and Address 2.� SAMs Unique Entity ID (UEI) 3.� CAGE Code 4.� TAX ID# (aka �EIN� or �TIN�) 5.� NAICS Code(s) (see NAICS Code Qualifier above) 6.� Business Size (""Large"" or ""Small""� must be stated on your reply) 7.� Company POC, Email, Phone# 8.� Proof (no exceptions) - -� a.� Authorization letter from Atlas Systems Inc. that says you are an authorized agent with permission to access their digital platform - and - sell / provide its contents or licenses on their behalf.� � A determination not to compete the requirement based on the responses to this notice is solely within the discretion of the Government.� Any information received will be considered solely for market research purposes to determine a potential future competitive procurement.� Responses must be submitted in writing by the No-Later-Than (NLT) closing date and time stated below.� Telephone responses or requests will not be accepted.� Please submit all documents and responses to jorge.l.acevedo4.civ@army.mil by NLT 1/30/22 @ 08:00 AM (EST). �
