Description
GeoXO Spacecraft Study RFP- 80GSFC22R0009 Amendment 3 The SF33 for this procurement was inadvertently left out of the Attachments.� This Amendment adds the SF33 for the vendor�s submittal with the proposal. End Amendment 3 This notification is to Amend the RFP, with important proposal submittal information and a revised Section L,� and provide Question and Answer Set #3.� For the Amendment language, please see GeoXO Spacecraft Phase A Study RFP Amendment #2 document attached.� �QUESTIONS AND ANSWERS Set #3 Question 1 A template Master Equipment List (MEL) was provided with the RFP as Attachment O. However, Section J.1 lists this as �TBP� (To Be Provided) vs �TBS� (To Be Submitted with Proposal). Does NASA expect us to submit a completed MEL with our proposal? Answer No, Attachment O as well as Attachment N should be submitted during the Phase A Study in accordance with Attachment A, Statement of Work, Table 1- CDRLS. The RFP is being amended to reflect revisions to J.1. QUESTIONS AND ANSWERS Set #2 Question 1: In the Statement of Work (SOW), p. 7, para. 3.3.1, it is stated that �The base contract will be for two (2) Flight Spacecraft, plus parts for four (4) more Spacecraft to be procured concurrently, with contractual option(s) to build Spacecraft 3, 4, 5 and 6� Can NASA please define (2) Flight Spacecraft deliveries? Are these (2) GeoI Spacecraft or (1) GeoI and (1) GeoS?� Answer: The current intent is for the base contract to be for two (2) GeoI Spacecraft.� The Spacecraft concept design should envelope both the GeoI and the GeoS Spacecraft. Question 2: NASA notes the three below volumes (highlighted) for Prime Offeror Submissions, but does not include the Offer volume itself: Can NASA please advise where the Offer Volume should be included? Also, is the 1, 3, 7 numbering significant in the example below? For Prime Offeror Submissions: 1-Prime Offeror name-solicitation number-MS Volume.doc 3. Prime Offeror name - solicitation number - PP Volume.pdf 7-Prime Offeror name - solicitation number Cost-Price Volume.xlsx Answer: These are just examples (as stated in the provision above).� The Offer Volume should be a separate file.� There is no significance to the 1,3,7 numbering sequence in the example. End Questions and Answers Set #2 �Questions and Answers� Set #1 1. Question Regarding Section L.12 of the subject solicitation: terminated contracts, a full listing of terminated contracts would lead to several that are unrelated to spacecraft procurements.� Further, several contracts are for restricted programs where the details regarding termination may not be shared in an unclassified environment. It is assumed that terminated contracts should be limited to civil and commercial spacecraft contracts only.� Please confirm. Answer The assumption is correct. 2. Question Section L.11 (c) A.2 states:� The Offeror shall also list all subcontract team members for major components and describe their role. Is the intention for us to identify subcontractors for the study or for implementation? Answer The intention is to identify subcontractors, for major components, as part of your concept. 3. Question L.12 (a), page 70, states �Prime Offerors shall furnish the information on up to three (3) contracts (completed and ongoing) for similar efforts with a minimum cost/fee incurred of $500,000 that your company has had within the last 5 years of the RFP release date that have developed a conceptual design and implementation approach.� This appears to request information on study type contacts where a design concept and an associated implementation approach are generated.� However, later on page 70 and on page 71 the list of information to be provided includes requirements to �Identify and explain major technical problems and how they were overcome. List any major�deviations or waivers to technical requirements that were granted by the customer�, indicate whether award was preceded by a Government, customer, or Offeror financed�study�, and �Identify and explain completion successes and delays, including adherence to program schedules� which would indicate past performance should be submitted for development programs with hardware or software deliverables.� Please clarify whether past performance submissions should be for performance on study contracts developing a conceptual design and implementation approach or for hardware programs developing spacecraft. Answer Past performance submissions should be for the performance on study contracts developing a conceptual design and implementation approach.� 4. Question The PDF copy of the MEL is missing text.� Could you provide as an Excel file? Answer It is NASA Goddard�s Procurement policy to not release documents without PDF format.� The MEL has been re-PDF�d and uploaded to SAM.gov which should address the problem. 5. Question Raw Data Downlink polarization is now specified to be N-S linear.� Is it still desired to have two switchable orthogonal linear polarizations on the spacecraft? Answer The Raw Data Downlink polarization for the satellite shall be N-S Linear.� The ground station (WCDAS and CBU) antennas will have switchable linear polarization. End Questions and Answers Set #1 Amendment 1- When the Spacecraft Solicitation was released, an error was present in Table A5, of contract Attachment I, 418-XO-RPT-0042:� Radiation Environment for Electronic Devices on the Geostationary eXtended Observations (GeoXO) Series Satellites.� Table A5 has been updated in the ""REV Table A5"" attachment for use in writing the proposal.� The document is in process of being formally corrected and re-released. Please see ""REV Table A5 Attachment I""� in the Attachment Section for the updated table. End of Amendment 1 You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) Geo-XO Spacecraft Phase A Study solicitation.� The principal purpose of this requirement is to provide a definition-phase study of a geostationary Spacecraft. �The Spacecraft is planned to fly in the National Oceanic and Atmospheric Administration (NOAA) Geo-XO program which is a series of geostationary satellites with the first launch planned for 2031. NASA will conduct this acquisition as a full and open competition.� The North American Industry Classification System (NAICS) code for this acquisition is 541330 and the small business size standard is $15M. � This competitive procurement will result in the award of up to two (2) Firm Fixed Price contracts at a not-to-exceed amount of $5M each.� The contract will have a period of performance of ten (10) months from the contract effective date.� The anticipated contract award date is July 2022.� The contract will be performed offsite at the Contractor�s facilities.� Please see complete cover letter in the Attachments Section
