- THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR AN INVITATION FOR BID.� NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME.� The intent of this pre-solicitation synopsis to notify potential offerors that the Naval Facilities Engineering Systems Command, Washington (NAVFAC Wash) of a firm-fixed-price (FFP) Design-Build/Design-Bid-Build (DB/DBB) Indefinite-Delivery, Indefinite-Quantity (IDIQ) Multiple Award Construction Contract (MACC) for large general construction projects at various locations within NAVFAC Wash�s Area of Responsibility (AOR). Construction projects to be performed under this MACC will primarily consist of general building type projects and may be either design-bid-build (DBB) or design-build (DB). General construction of DBB and DB projects include, but are not limited to, new construction, demolition, repair, alteration, and renovation of buildings, systems and infrastructure and may include civil, structural, mechanical, electrical, fire protection, and communication systems. Types of facilities include administrative, industrial, maintenance, warehouses, hangars, communications, personnel support, recreation, lodging, dormitory, medical, training, ranges, roads, etc. in support of Naval Facilities Engineering Systems Command, Washington Area of Responsibility (AOR).� The Government intends to award approximately six (6) contracts resulting from this solicitation to the responsible offerors whose proposals represent the best value after evaluation in accordance with the factors in the solicitation.���� The duration of the contract(s) is for one (1) year from the date of contract award with four (4) one-year option periods.� The total five-year (base and four one-year options) estimated maximum construction cost will not to exceed $950,000,000.00 for the life of the contract.� Projects awarded on this �MACC will have an estimated construction cost between $10,000,000 and $100,000,000; however, smaller and larger dollar value projects may be considered. The Government guarantees an award amount of $5,000 to each successful offeror other than the awardee of the Seed project over the full term of the contract, including option years.��� The North American Industry Classification System (NAICS) Code is 236220, with the annual size standard of $39.5M.��� Competition Requirements: Full and Open Competition� This solicitation will be advertised as Full and Open Competition.� This is a source selection procurement requiring both non-price (technical and past performance) and price proposals, and will utilize the best value continuum process at FAR 15.101-1, Tradeoff.� The basis for evaluation and evaluation factors for award will be included in the solicitation. Procurement Method: Contracting be Negotiations Source Selection Process: Best Value, Tradeoff� Type of Contract: Firm Fixed Price, IDIQ�� The anticipated requirement will be issued under Solicitation Number N40080-21-R-0003.� The RFP is expected to be posted to the SAM�S website at https://sam.gov/ on or around March 2023.� The Government intends to post all notices/amendments related to this solicitation on SAMS.gov at https://sam.gov/ under solicitation N40080-21-R-0003. All interested firms must be registered on the sam.gov website in order to obtain the solicitation documents and all information regarding the solicitation. Hard copies of the solicitation will not be provided. It is the responsibility of the Offerors to check the website daily for any updates/amendments.
