- N0016423RJR94 � DEMOLITION CHARGE CONTAINERS � PSC � 1375 � NAICS 332439 Issue Date: 26 January 2023 � Closing Date: 9 February 2023 � Time Eastern 2:00 PM EST. Naval Surface Warfare Center (NSWC) Crane has a requirement for supplies for varying configurations of Demolition Charge Containers such as CONTAINER, DEMOLITION CHARGE, MK 1 MOD 0, M474 (NSN 1375-01-187-1074), Quantity 1,000 Each and CONTAINER, DEMOLITION CHARGE, MK 7 MOD 6, M482 (NSN 1375-01-187-1080) Quantity 1,000 Each. The containers are inert shaped metal containers. The Navy intends to award a Firm Fixed Price (FFP) Foreign Military Sales (FMS) contract with an anticipated ceiling of $760,000.00 and a one-year ordering period. This will be a noncommercial acquisition IAW FAR Part 15. The anticipated award date is November 2023. The Navy intends to solicit this contract after exclusion of sources as a 100% small business set-aside IAW FAR 19.502-2(b). Delivery is required FOB Destination NSWC Crane. The solicitation will be made available posted to https:/sam.gov/ via the Procurement Integrated Enterprise Environment (PIEE formerly known as WAWF) Solicitation Module. All changes that occur to competitive actions prior to the closing date will be posted to Contract Opportunities on https:/sam.gov/ via the PIEE Solicitation Module. For within scope changes made after the closing date, only those offerors that provide a proposal will be provided any changes or amendments and considered for future discussions and / or award. The solicitation, all amendments and associated controlled documents will be posted on PIEE Solicitation Module at https://piee.eb.mil. The solicitation notice will flow to SAM.gov, but the actual posting will be in PIEE. The proposal shall also be submitted through the Solicitation Module in PIEE. First Article Testing and Lot Acceptance Testing are both required for this procurement. A quantity of 10 each of MK 1 MOD 0, M474 and MK 7 MOD 6, M482 will be required for First Article Testing within 120 days after contract award. The First Article units will not be delivered as part of the production quantity. First Article Testing and Lot Acceptance Testing will both be performed by the contractor. Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments.
