Description
Request for Information (RFI) SCOPE: This is a Request for Information (RFI) using Federal Acquisition Regulation (FAR) 13.5 - Simplified Procedures for Certain Commercial Products and Commercial Services. The Government is issuing this RFI in an effort to understand market availability, technical characteristics, cost, and functionality of Information Technology (IT) tools, applications, software or products capable of satisfying the life-cycle technical, functional, operational, and/or capabilities described in this RFI. Any information submitted by respondents to this request is strictly voluntary.� This is not a request for quotation, request for proposal, or invitation for bid, nor does its issuance obligate or restrict the Government to an eventual acquisition approach.� The Government does not intend to award a contract on the basis of responses from this RFI or pay for the preparation of any information submitted or for the use of such information.� All information received from this RFI will be used for planning and market research purposes only.� To the maximum extent possible, please submit non-proprietary information.� Any proprietary information submitted should be identified as such and will be properly protected from disclosure.� The Government shall not be liable for damages related to proprietary information that is not properly identified.� Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to the RFI will not be returned.� BACKGROUND: The 266th Financial Support Center (FISC) provides for a full spectrum, responsive finance, and accounting services throughout U.S. Army Europe (USAREUR) and combined theaters. 266th FISC is conducting market research for an upcoming requirement supporting the Italy Finance Center of Excellence (IFCE) in the payment for approximately 1200 Italian Local Nationals. The IFCE provides a full-spectrum, responsive finance and accounting services throughout U.S. Army Europe � Africa (USAREUR-AF) and combined theaters and is responsible for executing Local National (LN) Payroll in the USAREUR-AF area of responsibility for approximately 1200 Italian Local National employees. PURPOSE: The purpose of this RFI is to gather information on capability, experience, and cost estimates for Italian Local National Payroll Services. �The 266th FISC is interested in information gathering for the following scenario. SCENARIO:� The Italy Finance office administers time and attendance and payroll services for full automated processing of Italian Local National employee payroll utilizing the Italian Local National Pay System (ILNPS) that is Compliant with Italian Legislation and the ""Conditions of Employment"" (COE) for Local National Employees of the U.S. Armed Forces in Italy, 1 November 2018. �266th FISC requires a Software as a Solution (SaaS) approach that can seamlessly and securely interface with the Army�s General Fund Enterprise Business System (GFEBS) which is managed by Defense Integrated Business Systems (DIBS). This system is accountable for standardizing, streamlining and sharing critical data across the Army, Department of Defense (DOD) and industry partners. GFEBS is the Army�s cloud-based financial, asset and accounting management system that standardizes, streamlines and shares critical data across the active-duty Army, the Army National Guard and the Army Reserve. REQUESTED INFORMATION: 1) Does your company have experience in integrating a Software as a Solution (SaaS) / commercial payroll services solution with the Army�s GFEBS system? 2)� Does your company have experience in executing payroll service requirements in Italy that meet the Conditions of Employment for Local National Employees of the U.S. Armed Forces in Italy? 3) Do you have a background in payroll data migration efforts and costs? If so, describe the process of data migration you have experienced. How many instances has your organization completed data migration for payroll services in Italy for a US Military installation? 4) 266th FISC requires Government Purpose Rights to all data/reports provided to the Government during the execution of this contract. Are there any limitations on data rights and usage or publication of the information/data provided to the Government during the execution of the contractual requirements? 5) Does your commercial capability to provide payroll services include the capability for regular maintenance that updates new Italian rules, laws, procedures, and regulations, including any modification to the existing Conditions of Employment and in compliance with changes occurring every five years? Furthermore, does your commercial capability to provide technical support in case the US Accounting System changes (i.e. from GFEBS to a new system)? If not, what would be the estimated � cost and time to develop? 6) Does your organization�s commercial capability currently provide a computer and mobile phone friendly application that would allow Local Nationals to access their Time and Attendance, Leave and Earnings Statements, tax documents, capability to upload personal documents?� Also, capability to transfer history documents currently saved/available in the existing App �My Job� used by the Local National employees? If not, what would be the estimated � cost and time to develop? 7) The US Government is currently using data payroll in excel, text, and pdf format. Do you have the capability to use excel, text, and pdf format to transfer payroll services data? If not, what is the estimated � amount to convert data in the above mentioned formats? 8) Can the extracted data be reformatted if necessary to allow accurate data integration into a new ILNPS? 9) Are there an additional � cost associated if data needs reformatting? If so, what is the estimated � amount? The responses may be forwarded to other Government entities in consideration for applicability to other programs. Respondents are advised that the Government is under no obligation to provide feedback with respect to any information submitted.� All submissions become Government property and will not be returned.� All 266th FISC or 414th Contracting Support Brigade (CSB) personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information. This RFI is issued solely for information purposes. �It does not constitute a Request for Quote (RFQ) or a promise to issue an RFP in the future.� This RFI does not commit the Government to contract for any supply or service in any manner.� Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested parties� expense.� Not responding to this RFI does not preclude participation in any future RFQ, if any is issued.
