- THIS IS NOT A REQUEST FOR BID- PLANS AND SPECIFICATIONS ARE NOT AVAILABLE THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT� INTEREST FROM QUALIFIED PRIME CONTRACTORS who are small businesses, HUBZone small businesses, woman owned small business concerns, 8(a) small businesses, or service-disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs.� Interested businesses must submit the following by e-mail to CFLAcquisitions@dot.gov (Attn:� Sheri Walsh) for receipt by close of business (2 p.m. local Denver time) on February 10, 2023:� (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A list of all confirmed socioeconomic categories (i.e., 8(a), small disadvantaged business, HUBZone small business, service-disabled veteran-owned small business, EDWOSB, or WOSB status) that apply to your business; (3) A letter from a bonding agent stating your firm�s capability to bond for a single project of $10 million, and your firm�s aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the CA ERFO FS LSPDR 2021-1(1) - NACIMIENTO-FERGUSSON ROAD project in which you performed work cultural and natural resource sensitive areas and there are numerous environmental constraints that will affect the construction schedule and type of operations. State whether your firm was the prime contractor or subcontractor on the project. �DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc.� Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status.� All firms should be certified in the System for Award Management (SAM) located at https://www.sam.gov/ PROJECT DESCRIPTION:� The Los Padres National Forest (LPNF) sustained significant damage to transportation facilities, including roadway embankments and drainage items during the 2021 Heavy Precipitation and Flooding event. The proposed work is to repair the damaged sites along the route which generally include embankment construction, retaining walls and culvert replacements. The project is located approximately 33 miles southwest of King City, CA on Forest Service Route 22S01 (Nacimiento Fergusson Road) within the Los Padres National Forest in Monterey, CA. SCOPE OF THE WORK:� �The purpose of the project is to repair 13 damaged sites along the Nacimiento Fergusson Road within the Los Padres National Forrest. 7 mechanically stabilized earth (MSE) walls and 8 drainage culverts are proposed as part of the repair design.� Culverts range in size from 24-inch to 72-inch in diameter. Headwalls and wingwalls are proposed on the 72-inch culverts. Furthermore, as a result of the flood event, debris removal and grading are anticipated.� Nacimiento Fergusson Road is currently paved and is proposed to be repaved with the existing pavement structural section within the repair sites. Items worth noting: 16 sites were originally considered, but only 13 were determined ERFO eligible. The distance between Site 1 and Site 16 is 11 miles. Site 1 is on the east end of the project and Site 16 is the western most site. The terrain is mountainous with steep slopes. The roadway widths vary from 16-ft to 24-ft. The road is currently closed to the public.� However, residents along the route do have access. The roadway serves as the primary route between King City and the Pacific Coast. Access for the residents will be maintained during construction. Shoring is anticipated for MSE wall excavations and to allow access. PRINCIPAL WORK ITEMS: Approximate quantities for major work items: 1 (LPSM) of Removal of Existing Structures and Obstructions 2,500 CUYD of Excavation/Embankment Construction������ 2,200 SQFT of Mechanically Stabilized Earth wall 220 CUYD of Riprap 700 TON of Roadway Aggregate 650 TON of Asphalt Pavement��������������������� 3 EACH of Concrete Headwall 150 LNFT of 24-inch Culvert 80 LNFT of 36-inch Culvert 150 LNFT of 78-inch Culvert 110 LNFT of 72-inch Culvert 9 EACH End Section for Culverts 120 hours of Equipment Hours���������� 1 (LPSM) Traffic Control ANTICIPATED SCHEDULE:� The anticipated advertisement date for the project is March 2023 with construction anticipated from May 2023 to December 2023 ESTIMATED COST RANGE:� The anticipated cost range is�between $5,000,000 and $10,000,000.� MISCELLANEOUS: �Wet winter weather can be expected to commence in December making construction unlikely after the first half of the month. EXPERIENCE:� Provide a list of bridge construction projects of equal or greater value and similar scope to that described herein and in which you performed (as the prime contractor) work in a national forest, national park, national monument and/or natural resource sensitive areas.? Experience in construction phasing, temporary traffic control and wall construction is required.? State whether your firm was the prime contractor or subcontractor on the project.?
