Description
This is a Sources Sought Notice only. This Sources Sought Notice does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. �The purpose of this Sources Sought Notice is for market research purposes only. �Respondents will not be notified of the results of the evaluation. The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) is conducting market research to support the USDA, ARS, SEA, US Horticultural Research Laboratory, Fort Pierce, Florida location. Seeking contractor to provide: Materials, equipment, supervision, transportation, labor, work plans, and schedules to assure effective performance and to provide commercially consumable high purity and high-quality laboratory grade liquid nitrogen requirement. The term under this contract is for the Contractor/Vendor to provide liquid nitrogen to fill the 500 gallon liquid nitrogen tank owned by Air Gas USA LLC which supports the main research building.� The following minimum requirements needed for the successful performance of work: Liquid nitrogen grade shall be 99% pure at time of testing/certification prior to delivery into the in-line system. Submit product grade certification from the manufacturing/processing plant. Contractor/Vendor shall supply and maintain the telemetry system measuring the fill level remotely and scheduling deliveries to sustained constant need of liquid nitrogen and constant flow of nitrogen gas based on the usage. The Contractor/Vendor shall provide the Government proof of deliveries allowing real time viewing of the tank level and generation reports detailing the historic usage and fill events. As part of the tank and telemetry agreement, Contractor/Vendor shall be responsible for the periodic inspection and maintenance of their own tank, telemetry, evaporative coolers, pressure relief valves, cleanliness of the tank, and other auxiliary safety components of the tank. The tank and other auxiliary components must be leak free at all times. With any discovered leak on the liquid nitrogen leak, location must be compensated for loss of liquid nitrogen due to negligence in maintaining the tank, telemetry, evaporative coils, pressure relief valves, and other auxiliary safety components. Contractor/Vendor shall provide a monthly detailed invoice for the bulk liquid nitrogen deliveries. Contractor/Vendor shall provide a monthly fixed price for the tank and telemetry rental. Contractor/Vendor to furnish Safety Data Sheets in accordance with the safety requirements. Contractor Qualifications: The Contractor/Vendor firm must have a thorough understanding of manufacturing, process, transporting liquid nitrogen according to the Federal, State, County and or City laws, regulations and ordinances. All labelling shall comply with Dept. of Transportations (DOT) regulations. Contractor/Vendor driver/supplier who will be carrying out the assigned task must be licensed to transport and handle liquid nitrogen in compliance with the Dept. Of Transportation (DOT) regulations. Contractor/Vendor driver/supplier to have a minimum of three (3) continuous years� experience transporting and supplying liquid nitrogen. Contractor/Vendor�s driver/supplier must carry current state licenses and or certificates to perform the assigned tasks. Contractor/Vendor shall be able to remotely monitor and manage the levels of liquid nitrogen. Vendor shall be able to deliver the product from Monday-Friday with the exception of federal holidays between the hours of 7:00AM � 4:00PM. Vendor shall be available to make emergency deliveries completed within 24 hours period after Government notification at no additional cost. Vendor shall have emergency contact information and respond in less than one (1) hour in case of a catastrophic or emergency situation(s). Vendor shall be responsible for all the permits and certifications required to operate the liquid nitrogen tank at no cost to the Government. (Small business versus large business), other socio-economic categories such as Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). UEI number and CAGE code. Tailored capability statements addressing the salient characteristics listed, with appropriate documentation supporting capability.� Responses to this Notice must be in writing. Telephone inquiries will not be accepted. Interested parties should e-mail responses to monte.jordan@usda.gov on or before Wednesday, February 1, 2023 no later than 12:00 pm Central Time (CT). �Hard copies of the responses are not required and will not be accepted.
