- PRE-SOLICITATION NOTICE�- Solicitation No. 19GE5023R0023 The American Consulate General, Frankfurt hereby provides the following Pre-solicitation Notice in respect of the issuance of a Request for Proposal (RFP) for: CELL PHONE SERVICES FOR U.S. MISSION TURKEY The solicitation may result in the award of one (1) firm-fixed-price Indefinite Delivery, Indefinite Quantity (IDIQ) service contract in the second quarter of calendar 2023. It is anticipated that the IDIQ contract will be of a base period of one (1) year with four (4) option years. The successful contractor shall provide cell phone services and SIM cards for official purposes to U.S. Mission Turkey which is: U.S. Embassy Ankara, U.S. Consulate General Istanbul, U.S. Consulate General Adana, and to U.S. Embassy branch office Gaziantep.�The contractor shall provide complete cell phone services, calls within Turkey, international calls within Europe, USA, and all other worldwide countries where telephone service is available, international roaming, long term evolution (LTE/5G) internet connection, calls within the Embassy groups, Wi-Fi calling, multi-media messaging (MMS), short messaging service (SMS), voice mail (preferrable in the English option), mobile fleet management service, ability to extend basic services to other programs, and customer service. Firms shall be knowledgeable in written and spoken English and Turkish. The solicitation document will be posted on SAM.gov as soon as it becomes available. Solicitation and award will be subject to the laws and regulations of the United States of America. This requirement is being fulfilled utilizing Simplified Acquisition Procedures.
