Sources Sought Notification for 12405B23Q0081 This is a Sources Sought Announcement issued by the United States Department of Agriculture (USDA) for informational and planning purposes only. This is NOT a solicitation, nor is it an announcement for a forthcoming solicitation. Submission of any information in response to this notification is purely voluntary. The Government assumes no financial responsibility for any costs incurred in providing a response. The USDA has a requirement for Testing of Cotton Fabrics for Hemostatic Activity in accordance with the SOW listed below. The NAICS code is 541380 - Testing Laboratories and Services. Responses to this notification will help to determine the acquisition strategy for any future solicitation. Submission Instructions: Interested vendors are invited to submit a response to this sources sought notification by 10 a.m. ET on Thursday, February 2nd, 2023 , to the attention of Richard Hawthorne, Purchasing Agent, richard.hawthorne@usda.gov.� All questions are asked to be submitted in writing to the Primary Point of Contract and will be addressed accordingly. Responses should be no more than 10 pages and include the following information: Organization Name; Contract Name, e-mail address and phone number; Organizations SAM.gov Unique Entity ID (UEI) number; Business size status for the applicable NAICS code; A statement of interest in any forthcoming acquisition. A statement of capability to perform details of the requirement. Interested vendors are instructed to provide only the data requested. No proprietary classified confidential or sensitive information should be included in your response. The Government reserves the right to use any nonproprietary technical information in any resultant solicitation(s). Any additional information will not be reviewed by the USDA. --------------------------------------------------- SOW ----------------------------------------------------------------------------------------------------- STATEMENT OF WORK . GENERAL SCOPE OF WORK: ��The objective of this effort is to develop and deploy a family of affordable, US sourced and manufactured cotton based wound treatments, to include hemorrhage control, wound protection, anti-infective, and advanced wound care products for burns and slowly healing wounds. US Department of Agriculture, Agricultural Research Service (USDA/ARS) has developed a portfolio of cotton based wound dressing technologies that are in various stages of development and are ready to enter the engineering and manufacturing development phase of capability development. The DHA, Marines and USDA agree to work collaboratively on any Cooperative Research and Development Agreements (CRADA) that will be needed to execute the scope referenced.� Purpose of Purchase: As a necessary part of the wound dressing work on hemorrhage control, dressings developed at the USDA will be tested in animal models developed specifically to assess the efficacy of the hemorrhage control dressings.� To this end the following tasks have been outlined to complete the testing as follows: task 1) the use of homodyne hemostasis analysis and thromboelastographic analysis to assess the ability of up to 15 different gauze pads to promote coagulation. task 2) the use of an optimized rat model of either uncontrolled high-pressure blood (lethal femoral artery injury model) [or the low-pressure but high-volume blood model (rat splenic or level injury models) being an alternate model] will be employed to test 15 different gauze pads to assess their ability to promote coagulation and �stop the bleeding� (up to n=10 per group).� Outcome measures include survival percent, survival time, total amount of blood loss, amount of resuscitation fluid required. task 3) The results of this study will be employed to select and assess lead dressing prototypes to be tested in an army pig lethal femoral artery injury model by identifying up to 5 different samples (includes positive and negative controls, with 2 to 3 dressing types, n=5 per group).� Outcome measures include:� survival percent, survival time, total amount of blood loss, amount of resuscitation fluid required, MAP. AMENDMENT Work must be performed by COB September 15th 2023. Testing must be approved by a certified Institutional Animal Care & Use Committee. Institutional Animal Care & Use Committee (IACUC). GOVERNMENT-FURNISHED PROPERTY AND SERVICES Testing samples. SHIPPING AND HANDLING USDA and the service provider will pay for their own shipping costs. SERVICE PROVIDER-FURNISHED ITEMS AND SERVICES To perform the in vitro and in vivo hemostatic and hemorrhage control studies on dressing prototypes and provide resulting data under an established task timeline: Task 1, thromboelastorgraphy studies, 4 weeks task 2, rat surgery studies, 10 weeks task 3 army pig lethal femoral artery injury model, 15 weeks.
