PURPOSE OF THIS ANNOUNCEMENT: This is a solicitation announcement for design and construction services as described within the announcement on www.sam.gov (SAM). Offerors are responsible for monitoring the SAM website for changes to the announcement. INFORMATION ABOUT THE PROJECT: The US Army Corps of Engineers (USACE), Europe District is soliciting proposals for a design-build project for new construction of Department of Psychiatry in ""Sisters of Charity"" University Hospital Center in Zagreb, Croatia. This project provides a new building that replaces existing psychiatry department building damaged by the earthquake. This department provides interventions focusing on patients suffering from schizophrenia and substance abuse. Provides a new three-story solid building with sloped roof. The facility will serve up to 120 out-patients/day with female/male ratio 50/50 and 20 employees with F/M ratio 50/50. The project includes the following general items of work, detailed requirements are contained elsewhere in this Statement of Work: a. Demolish existing building b. Construct new three-story building c. Clear, grub, and grade the site d. Provide site improvements including paved walkways e. Provide interior electrical distribution system for the new building f. Provide communications system to the building The solicitation includes basic design criteria, and the USACE intends to award a resulting contract to a single design-build construction contractor that will complete the 100% design and construct the project. See solicitation attachments posted with this announcement for complete details associated with the scope of work and other requirements.� Offerors must be SAM registered, and submit price and non-price proposals no later than the stated deadline in order to be eligible for award of the contract resulting from this solicitation. 3.PROJECT LOCATION: The project site is located Zagreb, Croatia, Latitude 45�48'57.4"" N, Longitude 15�57'04.4"" E (Refer to the attached Location Map.) 4. PRE-PROPOSAL SITE VISIT: Offerors are strongly encouraged to attend the site visit that is tentatively scheduled on 06 December 2022 at 1:00 PM local time..� Offerors must pre-register in advance. See the site visit registration posted with this announcement for instructions and complete details.� 5. HOW TO RESPOND TO THIS ANNOUNCEMENT: Proposals must be prepared and submitted according to the instructions within the contract solicitation (plus amendments). Full instructions on how to submit a proposal are within the contract solicitation (plus amendments). Please follow the instructions carefully. Please be sure to submit your proposal no later than the time and date specified in the solicitation (plus amendments). Interested offerors must submit a non-price proposal for evaluation in addition to a price proposal to be considered for contract award. 6.
