Description
This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition, and availability of domestic sources manufactured in the United States in sufficient and reasonably available commercial quantities and of a satisfactory quality.� �It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.� Responses will not be considered as proposals or quotes.� No award will be made as a result of this notice.� The Government will NOT be responsible for any costs incurred by the respondents to this notice.� This notice is strictly for research and information purposes only. Background� The National Center for Advancing Translational Sciences (NCATS) is a part of the National Institutes of Health (NIH), which mission it is to catalyze the generation of innovative methods and technologies that will enhance the development, testing and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions. Purpose and Objectives The purpose of this potential acquisition is to obtain a brand name or equal BlueCatBio BlueWasher and accessories to support ongoing work for small molecule and combination screening, in silico virtual screening, nanobody/antibody design and optimization that are part of NCATS� ongoing work to support the pandemic response. Project requirements The NCATS Early Translation Branch (ETB) requires an automated, centrifugation-based plate washer with dispenser system. This instrument will enable NCATS researchers to gently wash microplates using centrifugation, which will greatly increase the throughput of ELISA based assays, and other assays that require multiple wash steps. Centrifugation allows for a contact-free and complete removal of liquid from the well without disrupting adherent cells. High-throughput screening projects require the washing of 384- and 1536-well microplates. One of NCATS� goals is to develop methods that advance the science of High throughput screening and informatics by addressing the high incidence of false-positives in target discovery. To this end, it is imperative that errors be reduced to minimal. The BlueWasher will reduce noise in many phenotypic screens we are running as part of our research screenings. Half year cleaning & maintenance pack (passive drain). 2HYCMPPD. Qty 1. Salient Characteristics: 1. Must use centrifugation instead of aspiration for non-contact and contamination-free removal of liquids from all plate formats, including 1536 well. 2. Must achieve near zero residual volume and eliminates problems associated with conventional, aspiration-based washers. 3. Must reduce assay background and variability, eliminates wash steps and needle clogging, while increasing throughput, reliability and saving consumable cost with tipless media-changes in cell-based screening and magnetic bead wash applications. 4. Must be automated, centrifugation-based plate dryer and media changer. 5. Must come with software licenses for graphical user interface (GUI) and firmware (FW) with updates for 12 months. 6. Must have gravity based liquid waste handling. 7. Must have dispenser option for 96, 384, and 1536 well plates from up to 7 liquid input channels. Contract Type and Anticipated Period of Performance The Government anticipates making one (1) Firm, Fixed-Price award. The anticipated delivery date is within 30 days after receipt of order. � Required Information Responses must include information about the respondent�s current capability and capacity to deliver the brand name or equal equipment, and the respondent�s delivery timeline. If subcontracting is anticipated, responses should note the extent of subcontracting anticipated. Respondents that believe that they are authorized resellers of the brand name product specified in this announcement must provide, as part of their response, evidence of authorization to provide the brand name items. Responses must also include: (1) UEI (Unique Entity Identifier) � (2) organization name (3) organization address (4) point of contact (5) point of contact title, address, telephone, and email address (6) size and type of business (e.g., 8(a), HUBZone, etc.) pursuant the applicable NAICS code (7) place of manufacture (i.e. country) Interested companies are required to identify their type of business, applicable North American Industry Classification System (NAICS) Code, and size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives. Capability statements in response to this market survey that do not provide sufficient information for evaluation will be considered non-responsive.
