PN: 160D111001-25 NSN: 1560-01-092-5700FJ, A-10 FAIRING, AIRCRAFT 5 YEAR Indefinite Delivery/ Indefinite Quantity (IDIQ) � Single Award a. MIN QTY: ����������������������������������� 13EA (includes First Article) b. Best Estimated Qty (BEQ): �������� 48EA �������������� c. MAX QTY: ���������������������������������� 61 EA �������������� c. 5 YEAR ORDERING PERIOD: Expires when the MAX QTY has been ordered or end of FY2027 or 30 SEP 2027, whichever occurs first. *Please Note: The Government is only obligated to the minimum quantity/ guarantee. 1. PURPOSE: This is a pre-solicitation synopsis in accordance with FAR 5.201. This is not a Request for Proposal or Quote (RFP/RFQ) or an Invitation For Bid (IFB), nor is it construed as a commitment by the Government.� The synopsis is prepared for the purpose of notifying potential offerors of an upcoming solicitation.� For timely acquisition the DRAFT RFP and SECTION L&M is included with the notice.� If no viable feedback is received these documents will be posted with the solicitation with no changes after the synopsis closes. 2. ALL RESPONSIBLE SOURCES BID:� All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency if it meets the Govt�s requirement and required delivery times.� 3. ANTICIPATED AWARD DATE: Award is scheduled No Later Than (NLT) 30 days after solicitation closed unless the value of the award exceeds $5M and requires clearances.� In such cases award is NLT 60 days after the solicitation closed. 4. �IAW FAR 6.205 FULL & OPEN COMPETION AFTER EXCLUSION OF SOURCES. 4.1. SMALL BUSINESS SET-ASIDE: 100% set-aside to responsible technically capable DoD manufacturer that is Women-Owned Small Business (WOSB) AND Economically Disadvantaged Women-Owned Small Business (EDWOSB) for the FSC: 1560 - Airframe Structural Components; NAICS Code 336413, Other Aircraft Part and Auxiliary Equipment Manufacturing (1250 employees);. 4.2. Non-manufacturing rule applies.� The prime contractor or the first tier of the SAME socioeconomic status that the requirement was set-aside for shall perform more than 50% of the contract price. 4.3. Class Deviation 2023-O0001 Verification of Eligibility of Small Business Joint Ventures �A small business joint venture offeror must submit, with its offer, the representation required in paragraph (c) of FAR solicitation provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, and paragraph (c) of FAR solicitation provision 52.219-1, Small Business Program Representations, in accordance with 52.204-8(d) and 52.212-3(b) for the following categories: Small business; (Service-disabled veteran-owned small business; Women-owned small business (WOSB) under the WOSB Program; Economically disadvantaged women-owned small business under the WOSB Program; or (E) Historically underutilized business zone small business. These procedures implement the final rule for FAR case 2017-019, Policy on Joint Ventures, published on September 23, 2022, at 87 FR 58219, and effective on October 28, 2022, which added new representations to paragraph (c) of FAR solicitation provisions 52.212-3 and 52.219-1 for small business joint ventures for the socioeconomic categories listed above.� 5. AMSC (ACQUISITION METHOD SUFFIX CODE) G: Source Approval Prior to Award Not Required. 6. Higher Level Contract Quality Certification Required: AS9100 or higher 7. CONTRACT TYPE: Firm-Fixed-Price (FFP) 8. �Manufacturer shall build and test IAW the current TDP and AS9100.� The DoD manufacturer shall build, test, and deliver serviceable quality A-10 parts to the USAF by the required delivery times IAW the current TDP attached to this notice and higher level contract quality AS9100.� To meet the requirement, the DoD manufacturer is fully responsible for reviewing the entire TDP thoroughly before bidding on the requirement and identifying any discrepancies in a reasonable time to resolve the discrepancy in-order to bid on-time. �No Economic Price Adjustment (EPA) is authorized for this requirement.� By bidding on the requirement, the offeror certifies as a responsible DoD manufacturer that they are technical capable, have the financial resources, and a complete and current TDP to deliver serviceable assets No Later Than (NLT) the required delivery times in SECTION B. **PLEASE NOTE: Any deviations to the TDP shall be approved only by the Design Authority (USAF)**��� 9.� TDP Access:� The Procurement Contracting Officer (PCO) is the point of contact for TDP access.� The current and complete TDP is attached in SECTION J of the RFP/IDIQ and is export controlled.� To access the TDP the party must download the TDP from SAM.gov.� The TDP is attached to the solicitation notice and is available for 5 years from date of award.� The solicitation number is listed in BOX 4 of page 1 of the RFP/IDIQ.� Find the solicitation number in SAM.gov, go to the bottom of the notice to �Attachments/Links�, and select the request access button.� If you are contractor please e-mail the PCO at leslie.evans.1@us.af.mil with the firm�s CAGE code so that the PCO can verify the firm has an active DD Form 2345, Military Critical Technical Data Agreement, and grant access to the export controlled TDP.� The request must be for official business.� The PCO is leslie.evans.1@us.af.mil for pre-award and for post-award, the assigned PCO. 10. Foreign Participation Not Allowed.� Critical technology involved, export controlled D.� The TDP can only be released to U.S. contractors. 11. Award shall be made on All or None basis. �
