THE U.S. DEPARTMENT OF THE TREASURY DEPUTY ASSISTANT SECRETARY FOR HUMAN RESOURCES CHIEF HUMAN CAPITAL OFFICE SOURCES SOUGHT NOTICE General Information Document Type: Sources Sought Notice Title: Senior Executive Service (SES) Support Services Sources Sought Post Date: Sources Sought Response Date: 02/06/2023 at 10:00 AM (Eastern Standard Time) NAICS Code: 541611 Administrative Management and General Management Consulting Services Background The U.S. Department of the Treasury requires SES leaders to possess the background, ability, and skill to lead across organization and functional boundaries, as well as across the broad national security spectrum. The Treasury provides senior executives with both a practical and theoretical understanding of the structure and processes of the Office of the Secretary of the Treasury.� Additionally, Treasury helps executive employees gain an enterprise-wide perspective that encompasses expectations, opportunities and challenges currently facing our Treasury leadership. The U.S. Office of Personnel Management (OPM) has defined the Executive Core Qualifications (ECQ) required of all agency SES selectees and required these ECQ also be certified by an OPM Quality Review Board (QRB) for all initial career appointments to the SES. The Deputy Assistant Secretary for Human Resources & Chief Human Capital Officer (DASHR-CHCO) has an immediate need for ECQ facilitation, consulting, reviewing and editing, and general administration support. �The main goal of this position is to provide expert advice to Treasury tentative SES selectees and ensure ECQ meet OPM requirements. Mandatory Qualifications Offerors shall be able to provide as a key personnel a Senior Facilitator/Expert that facilitated in writing, reviewing and editing ECQ that were approved by an OPM QRB. Sources Sought Notice This Sources Sought announcement is for informational purposes only. It is not to be construed as an obligation on the part of the U.S. Department of the Treasury, DASHR-CHCO.� In order to proactively plan for future requirements, Treasury is conducting market research to locate qualified, experienced, and interested firms who have the capability to provide� Senior Executive Service (SES) Executive Core Qualifications (ECQ) Support Services.� Responses from small business sources is requested including 8(a) small businesses, Small Disadvantaged Businesses, are encouraged to respond. A contract is anticipated to be awarded in fiscal year 2023 with a one-year base period and four one-year option periods. The anticipated contract type may be single award firm fixed price. At this time, no solicitation exists, however it has a potential estimated value exceeding $1.25M. This Sources Sought Notice is for market research purposes only and is not a request for quote (RFQ) nor does it restrict the Government as to the final acquisition strategy. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. The Due Date to submit a response to this Notice is February 6, 2023. For this requirement, the contractor personnel is not required to hold a SECRET security clearance. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is NAICS: 541611 Administrative Management and General Management Consulting Services. Service Requirement Critical Tasks/Elements Firms submitting a response to this Notice should address performance of the following Service Requirement Critical Tasks/Elements in their capabilities statement. Service Requirement Critical Tasks/Elements: Basic Services. The Contractor shall provide Senior Executive Service Executive Core Qualifications facilitation, review and editing, analyses, reports, records management, and other related decision and administrative support services for approximately twelve (12) executive core qualifications statements per calendar year. The contractor shall: Plan to begin review and evaluation of ECQs once contacted by DASHR-CHCO staff;� Develop an evaluation methodology based on OPM guidance on SES ECQ writing and articulating executive qualifications; Make arrangements for meeting with the tentative SES selectee to discuss improvements and changes required for the ECQs within established timeframes; Coordinate final ECQ documents with designated DASHR-CHCO staff.� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � DASHR-CHCO Staff Participation. The contractor shall: Contact, correspond, and arrange for designated DASHR-CHCO personnel, at the highest levels, to; Verify OPM Qualifications Review Board schedules and ensure final ECQ documentation is sent to DASHR-CHCO points of contact (POC) received prior to established due dates.� The Contractor shall work with POCs, on all arrangements. Contractor shall keep DASHR-CHCO informed of reviews through weekly/monthly/quarterly written progress reports. Prepare appropriate comments and recommendations to brief Treasury leadership and management on the nature and status of the ECQs; Consolidate evaluation report results and prepare summary reports for staff to analyze and approve; Draft final ECQ documents for review and approval by staff. Paper and electronic format shall be used where designated; Contact specified commands to make arrangements for visits, if required; Coordinate and deliver any needed assistance for lodging and transportation, including backup transportation plan, if required;� Gather any necessary security clearance information and; Provide to commands as necessary to accommodate visits, activities, and briefs. Contractor shall keep DASHR-CHCO informed of activities through weekly/monthly/quarterly written progress reports. Travel, Transportation, Lodging, and Logistics. The Contractor shall perform all administrative duties at their remote work locations.� Communication with DASHR-CHCO will be through virtual meeting engagements. Evaluation. The contractor shall: Provide for the evaluation of the tentative SES selectee and forward the published complete evaluation report to the DASHR-CHCO POC; Design, conduct, analyze and submit the evaluation report.� The evaluation report should include, but are not limited to: verbal or written feedback. Formats for final evaluation report will be determined by the Contractor. For example, formats may include: full written report, executive summary, PowerPoint slides, raw data, and correspondence. Create and/or maintain ECQ materials and historical repository. Archive information so that ECQ history can be maintained. Government will have access to site, and all information stored on the site should be turned over to Government at the end of contract or when requested. Develop and explore new and creative ways to connect with tentative SES selectee and encourage networking using technology or other methods on a regular basis. Recommend such activities, for example, participant tracking, communities of practice, lessons learned and web site links with no expectation of funding or implementation by the Government. Specific examples of prior efforts same/and or similar to Senior Executive Service (SES) Executive Core Qualifications (ECQ) Support Services as outlined in the Service Requirement Critical Tasks/Elements section of this document. Identify/Recommended Government Wide Acquisition Contract (GWACS) that these services can be obtained based on the Service Requirement Critical Tasks/Elements section of this document. Identify the GWACs contract number. Number of contracts currently held with the Government to include any Federal Supply Schedules listed under GSA Advantage. Point of Contact, phone number, and emails of individuals who can verify the demonstrated capabilities identified in the responses. Respondents are limited to 5 pages. A minimum font size 12, left justified, and one inch margins all around. Respondents must submit documents in Word or PDF format. Neither zipped files will be accepted nor telephone requests be honored.
