Description
Purpose - The U.S. Army Contracting Command � New Jersey, on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (PM-MAS), is seeking potential sources for the production of the 40MM, M918E2 High Velocity (HV) Target Practice (TP) Day/Night/Thermal (DNT) Cartridges, a training cartridge for the MK19 Grenade Machine Gun (GMG). The 40mm ammunition will be used to fulfill Fiscal Year (FY) 2024-2029 requirements. Specifications � The M918E2 cartridges will be built to the performance threshold requirements defined in the U.S. Military Performance Specification, MIL-PRF-32500. The M918E2 cartridge must have successfully completed U.S. Government qualification testing and evaluation. The Performance Specification is marked Distribution Statement D: Distribution authorized to U.S. Department of Defense and U.S. DOD Contractors only. To obtain a copy of these documents, interested parties shall submit the following forms: 1. DD Form 2345 Military Critical Technical Data Agreement 2. AMSTA-AR 1350 - Technical Data Request Questionnaire 3. Non-Disclosure and Non-Use Agreement The cartridges will allow Soldiers to execute realistic training without the limitations and restrictions associated with current training cartridges. The 40MM HV TP-DNT Training Cartridges must have the ability to conduct live-fire exercises in both daylight and nighttime, during mounted and dismounted maneuver, and while employing advanced optics. Those advanced optics required are to include but are not limited to night vision and thermal weapon sights. Soldiers shall be able to train on the full capabilities of their assigned weapon systems, exploiting the advantages of conducting operations at night and during limited visibility. The day, night, and thermal impact signature shall enable weapon operators to readily identify the point of impact, adjust the point of aim, and re-engage the target with improved accuracy. The M918E2 must be capable of failing safely within the weapon in the event of a weapon stoppage or jam in such a way that the signature payload cannot be deployed within the weapon system. In the event of a weapon stoppage/malfunction, the M918E2 should not deploy its signature payload within the weapon and should not leave residual debris within the weapon. The objective of this program is to provide the Warfighter with a training cartridge that is non-dud producing that enables them to �train as you fight� by producing an impact signature that can be seen by the naked eye during the day and the night, as well as through night vision and thermal weapon sights to achieve marksmanship proficiency and combat readiness. First Article Acceptance Test requirements, inclusive of end-item, sub-assembly and component inspections, at the end-item level will be required. Designs are required to utilize the existing M169 cartridge case, PA120 ammo can and palletization tech data. Planned Acquisition � A five-year, Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) production contract is contemplated for this acquisition. It is anticipated that a single award will be made utilizing Other than Full and Open Competition. Subject to approval, the U.S. Government intends on restricting Load, Assemble, and Packing (LAP), propellant, signature payload, Nitrocellulose (NC), cartridge cases, and PA120 containers to the U.S., its outlying areas, or Canada. Cartridge first article acceptance testing (FAAT) is expected to take place no later than 12 months after contract award, and initial deliveries are expected to begin 3 months after successful FAAT at a rate of 250,000 cartridges per month. Submission Information - THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION.� Please be advised that the Government will not pay for any information submitted under this announcement. ��All responsible interested sources should submit their capabilities/ qualification data. The respondent's capabilities information must demonstrate the ability to produce and test quantities of medium caliber ammunition and are staffed with both production and development experts. Information should be submitted via electronic mail only, no later than 10 February 2023. All responses should be submitted to Contract Specialist, Jacqueline Smith, via e-mail, Jacqueline.m.smith95.civ@army.mil.� Interested companies should respond by providing the Government the following information: (1) Name of company and CAGE Code; (2) Point of Contacts name, telephone number and E-mail address; (3) Company address; (4) Business size information; (5) Test data and supporting evidence that demonstrates the proposed design�s ability to meet the requirements of MIL-PRF-32500. (6) A brief summary of the company�s capabilities (to include organizations, description of facilities, equipment, manufacturing process, inspection capability, skills, personnel); (7)� Capability in manufacturing 40mm training cartridges; (8) A brief summary of possible partnering/teaming arrangements; (9) Description of facilities/equipment to include testing ranges; (10) Estimated maximum monthly production capacity (and if manufacturing resources required to produce this item are shared by other items/production lines; (11) Minimum sustaining rate required for economical production; (12) Lead time to successfully conduct/complete a First Article Acceptance Test (FAAT) and first production delivery after award. Please identify any proprietary information submitted.� A respondent to this survey must have the majority of the skills and facilities that are required to manufacture this item.� If a respondent does not have these resources (technical, manufacturing, personnel, etc.) available, then it must demonstrate its ability to obtain them in a reasonable time period. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet the same resource criteria as the prime contractor.�� This is a market survey, not a pre-solicitation notice.
