Description
Sources Sought: This is a Sources Sought announcement, a market survey for information to be used for preliminary planning purposes.� The information received will be used within the General Services Administration (GSA) to facilitate the decision-making process.� The intent of this Sources Sought Synopsis is to identify potential qualified Small Businesses, U.S. Small Business Administration (SBA) certified 8(a) Businesses, SBA certified HUBZone Small Businesses, Women-Owned Small Businesses, and/or Service-Disabled Veteran-Owned Small Businesses.� This Sources Sought Synopsis is one facet in the Government�s overall market research regarding whether the proposed solicitation will be issued as a competitive set-aside or as full and open (unrestricted).� No procurement strategy will be determined based solely on the information received in response to this Sources Sought Synopsis. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. �This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. �Respondents will not be notified of the results of this market research. The GSA is seeking Small Business, SBA certified 8(a) Business, SBA certified HUBZone Small Business, Women-Owned Small Business, and/or Service-Disabled Veteran-Owned Small Business sources with current and relevant experience, personnel, and capability to self-perform Construction Manager as Constructor (CMc) also referred to as Construction Manager at Risk to construct the Capital Security Project (CSP) located in Augusta, Georgia� The North American Industry Classification System (NAICS) Code is 236220 (Construction and Institutional Building Construction) with a Small Business Size Standard of $39.5 million.�� �Project Summary: The project consists of a repair and alterations project for the Federal Justice Center and U.S. Courthouse.�The Augusta Courthouse is a fully occupied building located at 600 James Brown Blvd. Augusta, GA 30901. The facility serves the Southern District of Georgia and houses a senior U.S. District Judge, a U.S. Magistrate Judge, one visiting District Judge, and a visiting Magistrate Judge, judicial support staff, a U.S. Probation Office, and the U.S. Marshals service.� The U.S. Courthouse is a three-story (plus basement) federally owned building and has approximately 28,300 usable square feet. It is in the Federal Justice Center in the downtown historic district of Augusta,�GA. Constructed in 1916 and is�in good, original condition. It is significant as an example of the Renaissance Revival style of�architecture. An addition was completed in 1936 and the courthouse was listed in the National Register of Historic Places in 2000. The courthouse remains in excellent condition due to a 1995 renovation.� The primary purpose of the project is to improve physical security, by providing enclosed judges� parking, USMS sallyport, judge and USMS elevators, secured, restricted and public circulation, and improved lobby security. The project will address various security-related deficiencies as noted in the Administrative Office of the U.S. Courts September 2018 Capital Security Program (CSP) Study.�Specifically, the project will include new and improved separate circulation paths, a new sallyport, a new detention-grade prisoner elevator, a new secure judges� elevator, new USMS Holding Cells, and upgrades to lobby screening to ensure compliance with USMS standards.�The project will also address needed repairs and upgrades to include a new exterior ABASS compliant ramp, multiple building systems repairs, fire life safety system upgrades, new public lobby elevator and staircase, and interior upgrades to public facilities. The building will remain fully occupied and operational during this project.� Submission Instructions: Please submit capability statements as a single PDF attachment to the Contracting Officer� Joseph Ardoin at joseph.ardoin@gsa.gov no later than 4:00pm EST 2/10/2023. Within your capability statement please address the following:� 1. Type of Business: �Identify whether your firm is a Small Business, SBA certified 8(a), SBA certified HUBZone Small Business, Service-Disabled Veteran-Owned Small Business, and/or Women-Owned Small Business concern. �For more information on the definitions or requirements for these small business programs, refer to http://www.sba.gov/. 2. Bonding Capacity: �Provide your surety�s name, your maximum bonding capacity per project, and your aggregate maximum bonding capacity. 3.� Experience:� Submit a minimum of three (3) and maximum of five (5) recent specific government or commercial CMc or CMAR projects� your firm has self-performed to demonstrate your experience that are similar in nature to this project. Submit at least two (2) self-performed relevant CMc or CMAR projects with a value of $20M or higher. For each of the projects submitted for experience evaluation, please include the following:� title and location award and completion dates contract value type of work for overall project and type of work your firm self-performed customer information including point of contact, phone number, and email address whether the work was performed as a prime or subcontractor type of contract (CMc/CMAR, Design/Build, Design-bid-build) narrative project description description of the work that was self-performed by your firm, including the percentage of contract value your firm self-performed GSA may make an acquisition strategy determination based on the likelihood that a sufficient pool of qualified contractors will be competitive on a future solicitation.
