Description
The Department of Health and Human Services (DHHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Microscope Core intends to procure, on a sole source basis, repair of one Government-Owned Carl Zeiss Elyra structured illumination microscope from Carl Zeiss Microscopy, LLC of 1 North Broadway White Plains, NY 10601. This acquisition will be processed under FAR Part 12 � Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(1); and is exempt from the requirements of FAR Part 6. The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1). The North American Industry Classification System (NAICS) code is 811210 and the business size standard is $34 million. BACKGROUND The CCR Microscopy Core is a multi-user imaging facility in the National Cancer Institute. It operates 5 light microscopes, including a Zeiss Elyra structured illumination (SIM) super-resolution microscope. In August 2022, the CCR Microscopy Core experienced a flood event that resulted in damage to the optical fiber assembly of the Zeiss Elyra SIM microscope. The damage prevents use of the super-resolution imaging mode of the Zeiss Elyra microscope. Repair of the microscope requires replacement of the optical fiber assembly and realignment of the super-resolution optical path. This repair work requires specific parts unique to the Zeiss Elyra microscope that are only manufactured and supplied by Carl Zeiss Microscopy LLC., and the repair work can only be performed by Carl Zeiss Microscopy, LLC. factory trained service engineers. SCOPE � The purpose of this acquisition is to repair the optical fiber assembly so that the microscope can be put back into service collecting super-resolution images by NCI researchers as part of their cancer research projects. The microscope repair shall be performed by Carl Zeiss Microscopy, LLC. Certified engineers trained to service the Elyra structured illumination (SIM) super-resolution microscope. The repair work will be performed on the Zeiss Elyra SIM microscope. The following product features/characteristics are required for this requirement: The repair service must be completed with genuine OEM parts manufactured and supplied by Carl Zeiss Microscopy, LLC. The repair service must be completed by Carl Zeiss Microscopy, LLC. factory trained service engineers The repair service must be completed within 48 hours of receiving the replacement parts TYPE OF ORDER This is a firm fixed-price purchase order. � This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a capability statement for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement.� Responses must be received in the contracting office by 12:00 PM ET, on February 06, 2023.� All responses and questions must be via email to Miguel Diaz, Contracting Officer at miguel.diaz@nih.gov.� A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� In order to receive an award, contractors must be registered and have valid certification through SAM.GOV and have Representations and Certifications filled out.
