- The US Environmental Protection Agency (EPA) Office of Radiation and Indoor Air�s (ORIA) National Air and Radiation Environmental Laboratory (NAREL) in Montgomery, AL has a requirement for continuation of services under the current contract, GS00Q09BGD0039, task order number EP-G17H-01391, as described below.� The subject task order expires on 02/28/2023. �The contract for follow-on services will not be awarded prior to the expiration date of EP-G17H-01391.� The services under this contract are critical and cannot lapse and therefore, the EPA intends to negotiate on a sole source basis, with Leidos, Inc. located at 700 N. Frederick Ave., Gaithersburg, MD 20879-3328. �A modification will be done to the subject task order to extend services for three (3)-months with an option to extend up to an additional three (3)-months option period bridge vehicle, until a replacement contract has been awarded. �During this bridge vehicle, Leidos, Inc. will continue to provide IT support services in accordance with the current task order. This task order provides IT services that support the EPA�s only nationwide environmental radiation monitoring program, RadNet and the NARELs Fixed Radioanalytical Laboratory Operations that provides historical and current information on background radiation levels in the environment throughout the country. Other critical areas monitored are air particulates, precipitation, drinking water, and surface water all of which can be used to rapidly determine potential health effects from potential radiological events and the need for additional testing in other monitored areas. Leidos, Inc. is best suited for continuing to provide services and support for the three (3)-months with an option to extend up to an additional three (3)-months option period bridge vehicle as they have the necessary expertise and in-depth knowledge that is required to guarantee continuity of IT support services for NAREL activities while the Government awards a follow-on support services contract. �This is a short-term extension to the subject task order to ensure that NAREL has continued IT support services. Leidos, Inc. has adequately supported NAREL since being awarded the contract in 2016.� The Government is not stating that there are no other contractors who can provide these IT support services.� The Government is instead stating that considering the short period of performance contemplated within this extension that no other contractor could transition this workload from Leidos, Inc. and efficiently continue performance without potential reduced services, increased costs, and unnecessary risks to the Government.� This three (3)-months with an option to extend up to an additional three (3)-months option period bridge vehicle of services is not an attempt by the Government to limit competition to the incumbent contractor but to ensure that there is no lapse in IT support services for the agency and provide additional time for the award of a follow-on contract.� In accordance with FAR Part 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Agency.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this procurement on a competitive basis.� A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon response to this notice, is solely within the direction of the Government.� This Notice of Intent is not a request for proposals. This notice of intent is for information purposes only; therefore, no solicitation will result from this announcement. All capability statements received within 15 days after publication of this notice will be considered by the Government. Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined and itemized pricing that is sufficient to decide that competition is feasible. A request for documentation will not be considered as an affirmative response.
