Description

***NOAA'S ACQUISITION & GRANTS OFFICE, WESTERN ACQUISITION DIVISION-BOULDER, AUKE BAY LABORATORIES INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(b)(1), WITH EATON CORPORATION OUT OF RALEIGH, NC FOR TWO (2) EATON UNINTERRUPTIBLE POWER SUPPLIES (UPS). ***THE SOLE SOURCE DETERMINATION IS BASED ON THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION'S (NOAA) REQUIREMENT THAT EATON CORPORATION IS THE SOLE PROVIDER OF EATON SUPPLIES AND SERVICE. This particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. These are large 30kW and 80 kW three phase power systems. Eaton is the only manufacturer providing units of this size. These new units are updates of the two units currently installed that are no longer supported. They are specifically designed to provide conditioned uninterrupted power to large scale computer systems. Additionally, since this purchase is to replace the existing 30kW and 80kW UPS backup systems the form factor is similar to that which is already installed, which will minimize disruption of operations during installation. eaton has confirmed that they have no authorized partners or resellers that can provide this service. REQUESTING DELIVERY BY 06/01/2023 ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
