- FOREWARD Grand Coulee�s Pumping Plant has 3 switchgear, with breakers that can no longer be capable properly maintained due to their age. We would like to explore options to replace our breakers, preferably, without modifying the switchgear. Grand Coulee is very interested in the option of roll in replacements. The UP1A switchgear is a GE MI-6 heavy duty metal clad switchgear. It has 11 - 1200A General Electric Magne Blast AM 15-150 breaker with the MS-11-1 and Mechanical interlocks. The other two switchgear have ITE 1949 KA, KB and KC breakers of various frame sizes. INDUSTRY DAY The purpose of this industry day is to find replacements/Solution for existing AM15-150 Magne blast breakers, and to provide access to other breakers of concern for possible solutions. The government would like to find roll in replacements that meet or exceed current breaker specifications with little or preferably no modifications to the switchgear. The Pump-Generating Plant at Grand Coulee Dam was completed in 1951 and expanded through the 1970s. It contains 12 pumps that lift water from the Columbia River up the hillside to a canal that flows into Banks Lake, which provides irrigation water to over 670,000 acres in the Columbia Basin Project. Six of the pumps can be reversed to generate hydroelectricity when demand exists. The original 6 pumps excitation switchgear is a 6.9kV GE MI-6 heavy duty switchgear. It has 11 General Electric AM-15-1500 1200A Breakers with an MS-11-1 and mechanical interlock. The breakers of 1949 vintage. This breaker is described in Bulletin GEI-17352. The switchgear is described in GEI-25390L. Below are other breakers of concern and which will be addressed in the future as well. If possible access to these breakers will be provided, but not the switchgear. ITE KA, KB, KC (See Figure 2) Switchgear DP2A and DP6A are a 6.9kV/480VAC ITE Multumite substation from 1949.The switchgears have a combination of roughly 40 ITE 1949 KA, KB & KC switchgears. These breakers are believed to have slate backs, they are draw out types and our KC have 250VDC electronic controls. These breakers also have Dual Magnetic Overcurrent Trip mechanisms. Limited historical information or data is available on these pieces of equipment. Given their age, availability of parts/spares and concerns of materials used, we would like to see if we can find a replacement that can work with our current switchgears with little to, preferably, no modifications to our switchgear as there are plans to replace the switchgears in the future. Westinghouse B22B (See Figure 1) Our XRS is a 6.9kVAC, 3 phase, metal clad Westinghouse switchgear located in the right Service Bay. Its supply�s all Auxiliary AC power to the Right Powerhouse. It has sixteen cabinets on two buses and all breakers are vertically racked. The control voltage is 250VDC. The breakers are Westinghouse 1949 B22B De-ion grid oil circuit breakers with an SA-3 electronic operating mechanism. It has a Rated Amps of 1200, rated voltage of 15kV, and operates at 60Hz. A data plate on the breaker labeled Metal Clad Switchgear States Diagram No. 27-A-6355, Breaker unit Code: A, will fit housing code: A, Breaker unit:6N and Breaker unit S.O.: SVS-2514. ITE KA, KB & KC (See Figure 2) UARS, ZLRS, & ZRS are all ITE multumite substations from 1948 Not much is known about these substations. UARS is a name plate says 1500KVA S.O.A-79617-B. ZLRS�s name plate says 750KVA S.O.A-79717-C. ZLR Says 600KVA S.O.A-7917A. UARS has 17 ITE Breakers. We have 3 KC 1200A, 5 KB 600A and 8 KA-225A breakers. They are believed to have Slate backs, Fingered cluster connections on the rear and are of 1948 ventage. They all are 460VAC and have 250VDC controls. ZLRS has 10 ITE Breakers. They are believed to have Slate Backs, fingered cluster connections on the rear and are 1948 Ventage. They all have 460VAC and have 250VDC control Voltage. There are 3 KB 275A breakers and 7 KA 225A breakers. ZRS has 5 ITE Breakers. They are believed to have Slate Backs, fingered cluster connections on the rear and are 1948 Ventage. They all have 120/208VAC and have 250VDC control Voltage. There are 5 KB 600A breakers. Westinghouse DK-15 & DK25 (See Figure 3) Mars board we could not find any information on the substation as far as Make, Model or serial number. It feeds 460VAC and has 115VAC control power. It has two feed and 16 Westinghouse breakers. We have 7 DK-15 600VAC, 250VDC control voltage and 9 DK-25 600VAC with a 250VDC control voltage. Westinghouse DA-60 (See Figure 4 thru 16) Our Westinghouse DA-60 is believed to be a DA-75 derated. We believe it�s part of the breaker series we have seen called DA and Slate back from Westinghouse. We have 4 in service. The name plate states Westinghouse Air Circuit Breaker Type DA 2000Amps, 600Volts, 60 cy, Style S.O.22Y45-2. Please see pictures. GE Power Break 1 (See Figure 17 thru 20) In the Forebay Dam we have 3 GE, Type S-2500, Power Break electronically Operated Breakers Catalog number TPS203FE3. Frame size is 2000amps, Nominal Voltage rating is 600VAC and 125VDC control voltage. Pictures referenced in the narrative are available by sending a written request with the company name, contact name, contact phone number and email, and company UEI. The currently scheduled Industry Day will take place on Monday, February 27, 2027 at approximately 9:00 a.m. (local/P.S.T.) a project briefing and safety Job Hazard Analysis (JHA) meeting will take place at the Administrative Offices (Large Conference Room) located in Grand Coulee, WA. Following the briefing an escorted partial walk through will be conducted at approximately 1:00pm until 4:00 pm (local time). During this event, the Government would like to extend the opportunity to discuss the approach and possible concerns from Industry regarding the project either Tuesday, February 28th or Wednesday, March 1st, 2023. The meetings will be held individually, on a one-on-one basis, with Industry partners. The meetings will be scheduled for approximately 30 minutes and time slots will be assigned based on Industry interest. The one-on-one meetings will take place at the Grand Coulee Administrative Offices in the Small Conference Room. The Government considers this a fact finding effort in partnership with Industry and will publish any questions answered with responses publicly. To make the event as productive as possible, the Government would encourage industry to submit questions, prior to February 27, 2023, to Jonathan Herrero by email at jherrero@usbr.gov . The Government will address as many of these questions as possible, prior to, or on the Industry day publicly. Any specific questions about the project during the one-on-one meetings will be recorded and answered publicly. This opportunity is intended to be project specific rather than a capabilities presentation of those involved. Contractors should make arrangements by contacting Sabine Thomas by email to sthomas@usbr.gov by February 27, 2023 to guarantee a time slot for discussion of the project. Time slots will not be granted to those who do not make arrangements by February 27, 2023. Only four (4) attendees will be allowed per company.
