Description
THIS NOTICE IS PUBLISHED FOR INFORMATION PURPOSES ONLY AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.� THIS IS A SOLE-SOURCE REQUIREMENT. PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.� The Federal Bureau of Investigation (FBI) intends to award a one-time, sole-source, firm-fixed price contract to Stratasys, Inc., 7665 Commerce Way, Eden Prairie, Minnesota, 55344-2020.� The Government intends to negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This notice will be distributed solely through the General Services Administration�s SAM.gov website (www.sam.gov).� Interested parties are responsible for monitoring the SAM.gov website to ensure they have the most up-to-date information about this acquisition.� The associated North American Industry Classification System (NAICS): �333248 � All Other Industrial Machinery Manufacturing; and the Product Service Code:� 6640 � Laboratory Equipment and Supplies. The FBI intends to award a non-competitive, sole-source contract to Stratasys for a Fortus 450mc Industrial Fused Deposition Modeling (FDM) 3D Printer (Additive Manufacturing System).� The acquisition will include the Fortus 450mc 3D printer base unit, fabrication materials, support materials, support material cleaning tank, control computer, Stratasys Insight software, Stratasys GrabCAD Print software, annual software maintenance, on-site installation services, and on-site training for up to four FBI employees.� In addition, priority technical support and software version upgrades are included for one year.� The on-site installation task and the on-site training class will take place at the FBI�s Laboratory Building, Quantico, Virginia, 22135.� These on-site services will be completed by TriMech Solutions, LLC, 4991 Lake Brook Drive, Glen Allen, Virginia, 23060-9293.� TriMech is a sales agent for Stratasys.� The Stratasys Fortus 450mc 3D Printer system will be procured under FAR Subpart 13.5, Simplified Acquisition Procedures. The FBI acquired a Stratasys Dimension Elite 3D Pinter in 2012.� Stratasys will buy back the Dimension Elite 3D Pinter in 2023.� The trade-in credit will be deducted from the grand total for one new Fortus 450mc FDM 3D Printer. The FBI, Laboratory Division, Operational Projects Unit (OPU) is regularly tasked with fabricating 3D physical models and laboratory apparatus to support field operations, criminal investigations, laboratory examinations, and courtroom proceedings under tight deadlines.� In order to accomplish this task the FBI requires a Stratasys Fortus FDM 3D Printer (Additive Manufacturing System).� After conducting market research on matching 3D Printers with appropriate production processes and workflows, it was determined that Stratasys was the only company that could provide the necessary capabilities using Fused Deposition Manufacturing (FDM).� The Fortus 450 FDM 3D Printer has been a proven system for FBI personnel assigned to the Science and Technology Branch for over ten years. � The FBI procured a Fortus 450mc FDM 3D Printer August 2016 via Purchase Order (PO) Number DJF-16-1200-P-0007619 for the OPU.� The OPU has a requirement for a second 450mc unit because of the larger build capacity (16 x 14 x 16 IN.).� Additionally, OPU personnel are experienced with the Fortus 450mc 3D Printer system and this knowledge will cut down on training and/or retraining time and these employees can focus on their operational duties. Interested parties may identify their interests and capability to respond to this requirement by February 17th, 2023, at 9:00 AM, (EST).� Emailed responses only will be considered.� No phone calls.� Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.� Responses shall include the firm�s Unique Entity ID (UEI) number and their Business Size.� Information received will be considered solely for the purpose of whether to conduct a competitive procurement.� A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government.� No reimbursement for any cost connected with providing capability information will be provided. �The information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. Vendors must be registered in SAM, (effective July 29, 2012), to receive government contracts.� The FBI utilizes a financial system that has a direct interface with SAM.� Please ensure that your company�s SAM information is updated and accurate.� This includes�the TIN, EFT, DUNs, UEI, addresses, and contact information.� The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization. Justification for Other Than Full and Open Competition is available upon request.
