- This amendment is hereby issued to reopen and extend the closing date to 21 February 2023 at 1:00 PM Fort Belvoir, VA Eastern Standard Time. The amendment also provides added information and revises other information to the solicitation as follows: Item 5 under the Instructions to Offeror in the Offeror Submission Package and Solicitation should read as follows:� SUPPLIERS INVOICE:� Offerors must provide a Supplier Invoice with the Price Paid for fuel or government posting per location effective on the BASE REFERENCE DATE of 01 FEBRUARY 2022. (Invoice Date: 1 February 2022 � 28 February 2022) The following instructions to the Offerors in the Offer Submission Package and Solicitation has been added to read as follows: To assure that price comparisons are premised on the same publication index, offer prices will be based on the base reference prices and dates established in the solicitation. Offerors will be permitted to propose different price escalators than those included in the solicitation. Offers that propose different price escalators than those included in the solicitation will be evaluated in accordance with solicitation provision M3.01, Evaluation of Offers where uncommon escalators are used (DLA Energy JAN 1998). This provision states that when an uncommon escalator is proposed, an evaluation factor is applied to the Final Proposal Revision (FPR) price for that item so as to establish a commonality among the different supplier postings, Government postings, or reference publications offered to ensure that all offerors are evaluated on an equal basis. Joint Contingency System (JCCS):� All vendors and subcontractors must be registered and approved in the JCCS (Joint Contingency Contracting System). All vendors and subcontractors are required to submit their JCCS registration number with their offer. Government may reject an offer if the vendor or any of its subcontractors have not registered in JCCS and uploaded all required documents by the deadline for receipt of proposals. Awards will not be made to any vendor not in JCCS nor to any vendor whose subcontractors are not registered and approved in JCCS. Instructions for account registration and training can be found at www.jccs.gov. An updated Offer Price Breakdown Sheet identifying all products being solicited is included to allow offeror to submit prices for each to include Jet Petroleum 8 (JP8). TAXES: Offerors shall not include in their prices any TAXES for which the United States, United States Armed Forces, or United States Department of Defense is exempt.� The winning offerors will be responsible for taking the appropriate steps to claim any such exemption.� Amendment incorporates the Into-plane Refueling Services - Statement of Work (BDSC) under CLINS 0012 and 0013 at Baghdad International Airport, Iraq.� The additional delivery requirements for CLINs 0012 and 0013 are amended to add that the offerors must follow the instructions in pages 1-17 of the Statement of Work. Amendment incorporates the following Clause into the solicitation. Belvoir, VA) on February 13, 2023.� All offerors should clearly mark all correspondence sent in response to the solicitation with words: �OFFERED UNDER SPE607-23-R-0201 � 1.2 CENTCOM.�� All responses will be provided via an amendment to the solicitation.
