Description
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole source contract to Fairbanks Morse, Beloit, WI for Diesel Engine LCM and ISEA mission.� �The Government intends to make an award in the 2nd quarter of the fiscal year 2023. The contractor shall provide US Navy� all labor, services, incidental materials, expertise, information, special tools, procedures and facilities necessary to support NSWCPD�s mission as LCM and ISEA for US Navy Diesel Engines. �Major functions the contractor will be expected to perform include:� Engineering & Technical Services - The contractor shall provide engineered solutions�to existing problems. �Engineering & technical services expected to be supplied on this contract include: �� ��� �technical issue resolution ��� �engineering investigations ��� �failure analysis & root cause determination ��� �product improvements (design, development, testing & evaluation, and deployment), ��� �new technology development and integration ��� �technical documentation product development, revision and update ��� �land-based and shipboard testing and evaluation. ��� �field technical service support, in conjunction with engineering efforts and taskings Logistics Support Services - The contractor shall provide necessary product line expertise and information necessary to support the development, updating and revision of various Navy logistics products, including: � ��� �engine configuration management and associated Allowance Parts Lists (APLs) ��� �parts and sub-assembly provisioning ��� �technical manuals ��� �planned maintenance system (PMS) procedures ��� �maintenance standards ��� �drawings ��� �parts stocking and availability Engine Training Services� The contractor shall provide training services in support ofcustomer requirements. �Training services include providing seats/space in existing training courses as well as the development of new training curriculum and courses as identified by the customer. �Training shall be conducted at the factory training center in Beloit, WI as well as in fleet concentration areas.� Program Management Services The contractor shall provide program management services in support of the efforts included in the scope of this contract. �The contractor�s Program Manager will be the Government�s primary point of contact regarding contract execution matters. �Program management duties and tasks will include contract management, budgeting, scheduling, planning, executing, prioritizing, progress tracking (task and financial), coordination of Navy Owners Group meetings and task resolution, and planning of tasks, projects and programs. �The program manager shall be well versed in Government contract management and administration, including funding allocation (CLINs and SLINs), invoicing and supporting documentation, and manpower reporting.� This is a ceiling increase to an existing IDIQ contract N6449819D4001.� It is anticipated that multiple fixed price task orders will be placed under this existing IDIQ contract as a result of the ceiling increase. This is not a small business set-aside. Pursuant to 10 U.S.C 2304(c)(1), Fairbanks Morse is the only responsible source capable of fulfilling the Navy�s requirements for the specified effort.��The proposed award and resulting contract modifications are for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.� THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.��Interested parties, however, may identify their interest and capability by responding to the requirement.��The Government will consider all information received prior to the closing date of this synopsis.��Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.��A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.��� Responses shall be made in writing by E-mail to the attention of Kelli McCulley using the contact information provided in this synopsis.
