Description
This synopsis is hereby issued in accordance with FAR 5.201. The purpose of this synopsis is to announce Naval Information Warfare Center Atlantic�s intent to solicit, negotiate and award a Cost Plus Fixed Fee (CPFF) completion contract on a sole-source basis with Metron, Inc (Cage: 8W019) located at 1818 Library St STE 600 Reston VA 20190. This requirement is a direct follow on to contract N65236-17-C-8000 which was competitively awarded to Metron, Inc in response to a Defense Advanced Research Projects Agency (DARPA) Broad Agency Announcement (BAA). The proposed new contract award will ultimately build upon the foundational research conducted in the first 5 years under the DARPA BAA and will further mature the technology to support additional strategic mission planning operations within the Joint Force and its allied partners, and transition lessons learned into a currently existing Program of Record (POR). This new contract award will extend the wargame and experimentation support necessary to do the following: 1) transition the tool from a standalone environment into a connected operational environment, 2) integrate the tool with additional data sources to increase fidelity, 3) conduct iterative engineering tests, 4) conduct iterative technical demonstrations, 5) demonstrate the tool in operationally relevant environments, 6) assess the tool�s military utility, 7) transition the concepts and lessons learned, not available under previous modifications, to existing Program of Record (POR) operational planning tools that are working towards the same fidelity goals, and 8) transition the tool to a cloud based architecture for Joint optimization. The Government anticipates the resultant contract to have a duration of 46 months beginning on or about 7 November 2023. The anticipated PSC code for this procurement will be AC33 and the anticipated NAICS code is 541715. The Government intends to negotiate solely with Metron Inc. under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Metron, Inc. is the only source who can provide the unique technical capability based on their; experiential understanding of the problem set, intimate knowledge in building the mathematical models capable of solving these problems, their development of the custom-built algorithms used for the planning tool, relationships they have formed with key warfighters engaged in strategic planning, and their existing efforts for co-development and knowledge transition with NIWC PAC. At this stage, no other source can provide the expertise to allow the program to continue without interruption and ensure program success. A change in source at this stage of technology maturation would cause an unacceptable delay associated with bringing a new development effort to the point of transition and extreme delays in providing this important capability to the warfighter. Due to the foundational knowledge that the new contract will build upon, leveraged from the concepts and lessons learned from the existing contract, a change in source would also result in significant duplication of cost to the Government that would not be recovered through competition. Please be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any responsible source believing that it can fulfill the requirement may submit a capability statement which shall be considered by the agency. Capability statements, comments, questions or concerns regarding this notice shall be submitted via e-mail only to Bridgette.l.clayton.civ@us.navy.mil. All written responses received within fifteen (15) days after date of publication of this synopsis will be considered by the Government for the purpose of determining whether to conduct a competitive procurement.
