Description
U.S. Customs and Border Protection (CBP), Office of Administration (OA), Procurement Directorate (PD), intends to award a sole source purchase order to the Washington Metropolitan Area Transit Authority (WMATA) for the renewal of its transit subsidy program, the Public Transportation Incentive Program (PTIP), under the authority of FAR 6.302-1 and 41 U.S.C. 3304 (a)(1). WMATA shall provide CBP with SmarTrip Card support under the WMATA SmartBenefits Program which allows for the electronic transfer of commuter benefits via the WMATA SmarTrip Cards to CBP employees who are registered for the program. WMATA provides SmarTrip cards, a web-based system to enter monthly fare amount(s) to the card, and the ability to allow employees to utilize other surrounding transit systems affiliated with WMATA via the SmarTrip card. This action will result in a fixed unit price purchase order for a base period of one year, plus 1 (one) 12-month option year as follows: BASE: 06/12/2023 - 06/11/2024 OY1: 06/12/2024 - 06/11/2025 The NAICS code is 485111, PSC is V229. There is only one responsible source, as the City of Washington DC (and surrounding metropolitan area) has only one Mass Transit Authority. WMATA is the only Transit Authority in the Washington Metropolitan area who issues�its SmarTrip Card services through the SmartBenefits program. Metropolitan Areas establish one Mass Transit Authority to support their residents. Therefore, no competition exists for Mass Transit Authorities. Mass transit pricing and transportation are regulated by local government organizations as mass transit is a benefit provided to local citizens to minimize traffic and to provide effective, high-volume transit for commuters between work and home. WMATA is registered in the System for Award Management (SAM), which certifies it is a ""U.S. State Government Entity"" and a ""Transit Authority Entity"". The Government intends to solicit and negotiate directly with the Washington Metropolitan Area Transit Authority. No solicitation package will be issued. This announcement is issued in accordance with FAR 6.302. Interested persons may identify their interest and capacity to respond to the requirement and offer cost savings information; however, this notice of intent is not a request for competitive proposals. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. An award shall be made to WMATA no later than 06/11/2023. CBP will continue to monitor the market for any changes which might result in the ability to open this requirement up to competition in the future.
