Announcement Number: NWWG2100-23-00326 Project Title: 10 SCOOP Battery Management Boards The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), National Data Buoy Center has a requirement for ten (10) each of the SCOOP lithium-ion rechargeable batteries battery management system (BMS) boards from Eaglepicher, Inc.The BMS boards are the brains of the SCOOP rechargeable battery that make the battery self-protecting and self-reporting of status. The BMS board and its firmware are proprietary. There are no commercial BMS boards from any manufacturer that will drop into the NDBC SCOOP battery during repair and perform the exact same function as the Eaglepicher SCOOP Battery BMS board. These battery management boards control the functions of the SCOOP rechargeable battery. These functions include the solar charging of the battery cells, balancing the charge across strings, shutting down battery functions when there is insufficient solar charging to keep the cells charged, and reports battery housekeeping data for the SCOOP systems to know the charge status of the battery. The SCOOP battery is the only power supply for the SCOOP weather buoy that monitors weather conditions for hurricanes and coastal weather forecasting.The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is�334412, Bare Printed Circuit Board Manufacturing with a business size standard of 750 employees. This is not a solicitation for competitive quotes, nor will one be posted on the Contract Opportunities, SAM.gov website. The determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.� However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may request an electronic copy of the solicitation from the Contract Specialist, Alexyss Ermert, Alexyss.Ermert@noaa.gov, should a solicitation be issued. All electronic correspondence shall have the subject line read:� Announcement Number: NWWG2100-23-00326 All responsible sources may submit a Capability Statement and/or a quote in accordance with the solicitation, which shall be considered by the agency if received on or before 12:00 PM EST on February 27, 2023.� The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements.�The Government will give price preference to US made products.
