Description
The purpose of the KC-135 COMM2 Crypto & Data Program is to modernize the COMM2 position through a radio replacement for 324 C/ KC-135 aircraft. This acquisition will provide the replacement/update of the ARC-210 (RT-1794C) GEN 3 and removal of the one COMM2 VDL-2000s, and installation of one VDL-2000 replacement. The ARC-210 GEN 3 currently provides continued use of secure Line-of-Sight (LOS) U/VHF voice between KC-135 Air Traffic Control (ATC), Air Refueler (AR) receivers, and local control communication. The COMM2 Position update will eliminate the risk of unsecured voice communication. �Efforts are in work to align with COMM3 and COMM2 to complete concurrently as COMM2 is reliant on the COMM3 due to hardware and software dependencies. The supplies and services the government seeks are highly specialized to the C/KC-135. The service being procured is for the integration and installation of the next generation of ARC-210 and VDL 2000 radios. This will be a service contract to provide non-recurring engineering, technical support, and procurement of B-kits (VHF- 4000E), integration, A-kit prototype, A-kit production, and installation utilizing contractor field teams. This effort will also include the A-kit production and installation of the COMM3 effort due to software and hardware dependencies. This contract also has supply components such as the B-Kit Procurement. The non-recurring engineering support services will include detailed design engineering, modification, maintenance engineering and systems engineering support, technical analyses, drawing and source data maintenance/updates, flight safety analyses, reliability/maintainability analyses for the integration of the ARC-210 Gen 6, VHF-4000E, and A-kit Prototype. Collins Aerospace is the OEM, system designer, integrator, and installer of the current ARC-210 Gen 3 and VDL 2000 systems combined creating the C/KC-135 Crypto & Data Program for the COMM2 position. As the OEM, Collins Aerospace, has been the integrator for over 95% of the C/KC-135 avionics, including Block 45 (new autopilot, flight director, radio altimeter, and engine instrument display), Global Air Traffic Management (GATM) and Pacer Compass, Radar, and GPS (CRAG) avionics modifications that provide for a fully integrated avionics solution on C/KC-135 aircraft. The software, hardware, and integration documentation for these systems are proprietary to Collins Aerospace. This contract is a follow-on to the Block 45 upgrade to modernize the COMM2 Position and requires an update to Block 45 software for the Line Replaceable Units (LRUs) to be incorporated into the operating flight plan (OFP). This contract will be for a non-commercial service to provide engineering, technical services, data, and supplies for turn-key design analysis, prototyping, A- kit production, integration, and installation. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items. IAW FAR 10.001(a)(2), market research has revealed that this is not a commercial services acquisition. IAW 10.001(a)(3)(ii), it has been determined that the requirements contemplated in this acquisition cannot be restated to permit use of commercial services. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Responsible sources may submit a capability statement to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within the time posted for this will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
