- Solicitation: SPE1C1-22-R-0124 Item: Gloves, Dress, Unisex, Black PGC: 00184 Lead NSN: 8440-01-161-7119(s) Item: Gloves, Dress, Unisex, Heritage Walnut PGC: 00183 Lead NSN: 8440-01-683-7751(s) The Black Unisex Dress Glove, PGC: 00184, is made in accordance with Purchase Description: A-A-50386 dated 13 MAR 1991; Pattern Date: 16 DEC 2009 The Heritage Walnut Unisex Dress Glove, PGC: 01833, is made in accordance with Purchase Description: GL-PD-19025A dated 19 FEB 2020; Pattern Date: 21 FEB 2020 Solicitation SPE1C1-22-R-0124 will be issued with two separate and independent lots. Lot 0001 will be issued as Unrestricted and will represent 70% of the Government�s requirement for the Unisex Dress Gloves. Lot 0002 will be issued as a Total Small Business Set Aside and will represent 30% of the Government�s requirement for the Unisex Dress Gloves.� Two Indefinite Delivery, Indefinite Quantity (IDIQ) Type contracts are anticipated each having a base period consisting of a five, one-year tiers.� There will only be a Guaranteed Minimum Quantity in the first tier (tier 1) for each contract. The Contract Maximum Quantity will be for the life of the contract.� Lot 0001 will have a Guaranteed Minimum quantity of 65,880 pairs (Tier 1 only), an Annual Estimated Quantity of 164,760 pairs for Tier 1 and 168,960 pairs for each year for Tiers 2 through 5, and the Contract Max will be 1,050,900 pairs. Lot 0002 will have a Guaranteed Minimum quantity of 28,230 pairs (Tier 1 only), and AEQ of 70,620 pairs for Tier 1 and 72,420 pairs each year for Tiers 2 through 5, and a Contract Max of 450,450 pairs. Solicitation SPE1C1-22-R-0124 will be evaluated under Best Value, Trade-Off Source Selection Procedures. The evaluation factors are as follows: 1) Product Demonstration Model, 2) Past Performance Confidence Assessment, and 3) Small Business Support (only applicable to Lot 0001, which is Unrestricted). The non-price factors, when combined, are significantly more important than cost or price.� The PDM requirement will be for a quantity of two (2) pairs of Unisex Dress Gloves, one (1) size Large Heritage Walnut Unisex Dress Glove and one (1) size 5 Black Unisex Dress Glove. A Request for Proposal will be issued on or after Friday, 2/24/2023, for Gloves, Unisex, Dress, Black and Heritage Walnut. The Government intends to make two awards based on an integrated assessment of technical factors (PDM, Past Performance Confidence Assessment, and Small Business Participation) and price resulting in the best value to the Government.� The Government does not intend to use Part 12 for this acquisition � per FAR 10.002(d)(2) The Government reserves the right to exclude, under the authority of FAR 6.202, the awardee under one of the lots from being eligible for award under the other lot. Important Note on Foreign Content: Please note that ALL materials used in the fabrication of this item shall be furnished by the successful offeror.� This solicitation contains DOMESTIC RESTRICTIONS, which means all components and all manufacturing must be obtained/performed within the United States.� The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ""The Berry Amendment"" impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies. � NOTE: LEATHER, SHEEPSKIN, HAIR TYPE IN A RAW OR PICKLED STATE FROM FOREIGN SOURCES MAY BE USED, BUT ALL TANNING AND PROCESSING OF THE LEATHER MUST BE DONE DOMESTICALLY.
