- SOLICITATION NUMBER: 7200AA23R00027 ISSUANCE DATE: February 10, 2023 CLOSING DATE AND TIME: March 13, 2023 at 4:00PM EDT SUBJECT: Solicitation for U.S. Personal Service Contractor (USPSC) Dear Prospective Offerors: The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking offers from qualified persons to provide personal services under contract as described in this solicitation. Offers must be in accordance with Attachment 1 of this solicitation. Incomplete or unsigned offers will not be considered. Offerors should retain copies of all Offer materials for their records. At USAID, Diversity, Equity, Inclusion, and Accessibility (DEIA) is a priority, and we are greater than the sum of our parts. When we integrate DEIA in our programs, policies, partnerships, and people (workforce), we are better able to understand and meet the needs of those we serve worldwide. USAID will evaluate all offerors based on the stated evaluation criteria. Sincerely, Mir Ershadullah Contracting Officer U.S. Agency for International Development 1300 Pennsylvania Avenue, NW Washington, DC 20523 www.usaid.gov _____________________________________ The Senior SBC Advisor will guide the DRG Center on operational issues related to SBC and lead the synthesis, dissemination, and utilization of high-quality SBC evidence and other analytical products to improve the outcomes of USAID�s DRG interventions. The incumbent will produce evidence reviews, training materials, and guidance documents, as well as give presentations and provide tailored consultations, to facilitate the uptake of SBC evidence in the DRG sector. The incumbent will provide technical assistance to USAID staff and partners to help them interpret and act on research in DRG programming and facilitate iterative feedback to the E&L Team to help shape the DRG and Agency Learning Agendas and improve the overall effectiveness of SBC research products. The incumbent will coordinate with external actors and explore opportunities to disseminate relevant DRG Center products to wider audiences and contribute to learning in the DRG sector globally. The incumbent is expected to carry out work assignments using independent professional judgment to ensure the effective technical leadership and technical support for USAID�s DRG sector in Washington and overseas Missions. On TDY and in Washington, the Senior SBC Advisor will work closely with USAID and other U.S. Government colleagues, implementing partners, academics, and recognized experts in the DRG sector to advance DRG learning initiatives. The incumbent�s responsibilities will be geographically world-wide, varied, and dynamic to reflect changing circumstances facing USAID and the DRG Center.
