SPECIAL NOTICE The Project Director, Sensors-Aerial intelligence (PD SAI) is seeking industry feedback on Development, Integration, Acquisition and Bridging to Logistics & Operations (DIABLO) portfolio requirements. INTRODUCTION: This is follow-on notice to the Sources Sought ID, W56KGY23R0001, posted on 26 May through 8 July 2022. � DISCLAIMER: THIS SPECIAL NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. �THIS IS NOT A REQUEST FOR PROPOSAL.� IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.� NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT.� ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND: The Project Director, Sensors Aerial Intelligence (PD SAI) is chartered under the Program Executive Office for Intelligence, Electronic Warfare & Sensors (PEO IEW&S) to provide tactically relevant manned Aerial Intelligence, Surveillance and Reconnaissance (AISR) to the United States (U.S.) Army, U.S. Army Reserves, U.S. Army National Guard and Department of Defense (DoD) Aerial Exploitation Battalions (AEBs), Combatant Commanders (COCOMs) and Task Forces (TFs) in support of both persistent missions and current, and emerging Overseas Contingency Operations (OCO). The PD SAI portfolio encompass wide ranging requirements, including, but not limited to: acquisition, integration, modification, modernization, operations and support (O&S), and system fielding for Intelligence, Surveillance and Reconnaissance (ISR) capabilities. �This portfolio supports Aerial Intelligence Surveillance and Reconnaissance (AISR) collection, air and ground based Processing, Exploitation and Dissemination (PED), including the use of Airborne Sensor Operators (ASOs), Sensor Maintainers, Intelligence Analysts, Mission Planning and Coordination before, during, and after active missions. PD SAI develops, integrates, and supports integrated sensors and integrated systems across a broad spectrum of Multiple Intelligence (MULTI-INT) capabilities, including but not limited to:� Electro-Optical/Infra-Red (EO/IR), Synthetic Aperture Radar/Ground Moving Target Indicators (SAR/GMTI), Signals Intelligence (SIGINT), and Measurement and Signature Intelligence (MASINT). REQUESTED INFORMATION: Respondents are requested to provide feedback/comments on draft documentation associated with DIABLO requirements.� Draft documents to be released to industry via secure procedures include: �Contract Line Item Number (CLIN) Structure, Base Performance Work Statement (PWS), Base Quality Assurance Surveillance Plan (QASP), Base DD 254 Security Specification, Task Order (TO) 1 PWS, TO 1 System Quantity Table.� Respondents shall provide feedback/comments via the provided Question and Answer excel file. The Government reserves the right to not publicly post all feedback/comments received from industry. COMPLETE LIST OF SPECIAL NOTICE ATTACHMENTS: Attachment 1:� DIABLO Documentation (CUI �secure release) Attachment 2:� Non-Disclosure Agreement (Unclassified � public release) Attachment 3:� Compliance Certification (CUI � secure release) INSTRUCTIONS FOR ACCESS TO CUI ATTACHMENTs: In order to be eligible to receive the Controlled Unclassified Information (CUI) Attachments, interested parties must supply: 1) proof of International Traffic In Arms Regulation (ITAR) compliance by submitting a copy of their Department of State, Defense Trade Controls Compliance (DTCC) registration statement with valid date (vendor may redact vendor registrant code), 2) sign/return a Non-Disclosure Agreement (NDA), 3) sign/return a Compliance Certification, and 4) identify a Point of Contact (POC) for taking receipt of the CUI Technical Attachment (Name, NIPR Email, and Phone required).� � Once ITAR registration proof, signed NDA, signed Compliance Certification, and POC have been received/cleared, cleared POC will receive an email via DoD SAFE allowing them to download CUI Attachment 1.� Vendors that completed the above steps under Sources Sought Notice # W56KGY23R0001 do not have to repeat this process; however, they will need to revalidate data is still accurate and up to date. �This can be done by contacting the Documentation POC identified below. Please contact Ellie Keele to gain access to NDA, Compliance Certification, and to complete necessary steps for accessing CUI Attachment 1 at:� elizabeth.a.keele.ctr@army.mil.� SUBMISSION DETAILS: Interested parties are requested to respond to this Special Notice via the provided Question and Answer excel file. � Vendors who wish to respond to this notice should send responses via email no later than 3 March 1600 EST to: �eric.j.roberts48.civ@army.mil and jesse.l.lefever.civ@army.mil.� Proprietary information and trade secrets, if any, must be clearly marked on all materials.� All information received that is marked Proprietary will be handled accordingly.� Please be advised that all submissions become Government property and will not be returned.� All Government and contractor personnel reviewing responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.� The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
