- Combine Solicitation Synopsis Number: W912C323Q006A Requirement Title: Cater Meals 1st MSC - 268th ICTC - Camp Santiago Salinas Puerto Rico� Desscription: The Mission & Installation Contracting Command has a requirement for Caterer meals Services at Building 404 Camp Santiago, Salinas, Puerto Rico.� The Contractor shall provide the preparation,�delivery and serving of two meals (BREAKFAST & DINNER) per day including the require sanitation functions. The NAICS Code used fr this requirement is 722320 Caterers The Product Service Code is S203 Housekeeping - Food Business Size Standard is $9.0M Wage Determination 2015-5707 Rev 20 Dated Dec 27, 2022 The Period of Performance is March 6-8, 2023 The resulted contract shall be a firm fixed price.�� This is a combine Synopsis / Solicitation for commercial services prepared in accordance with (IAW) the format in Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitude the only solicitation; quotes are been requested and a writted solicitation will not be issued.�� CONTRACTOR SHALL ENSURE THE NAICS CODE USED IS LISTED IN WWW.SAM.GOV REPRESENTATION AND CERTIFICATION SECTIONS UNDER FAR CLAUSES 52.219-1 AND 52.212-3. CONTRACTOR SHALL PROVIDE RESPONSE TO FAR CLAUSE 52.204-24�Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment.�� INSTRUCTIONS TO OFFERORS BASIS OF AWARD: The Government will evaluate the quotes received in response to the Request for Quote solely on price and compliance with the food requirement, Performance Work Statement and all terms and conditions. In cases when the there is a miscalculation of the total quote cost, the unit price prevails.� Therefore, the offeror's initial offer should contain the offeror�s best terms from a price and technical standpoint.� However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.�� The Government may reject any or all offers if such action is in the public interest and waive informalities and minor irregularities in offers received. The offeror shall submit a price for each item specified in the ""Schedule of Supplies / Services and Prices / Costs"". No Offer for a quantity less than that specified in the Schedule will be accepted. Offers shall be evaluated using the estimated quantities set forth in the Schedule.�� All prices proposed in response to this Request for Quote (RFQ) must include all costs associated with the Caterer meals IAW services requested.� The total unit cost of the meals needs to be fully loaded.� Contractor shall submit with the quote a breakdown of cost considered in the fully loaded price.� NO LUMP SUMS ARE AUTHORIZED. Contractor shall comply with the requirement 100% of the time. Failure to maintain the appropriate alternates to fulfill with the Department of labor laws, leaves schedule and individual entitlement may lead to and Non-conformance report and appropriate adverse actions. Submission of Quotes. Quote Submission Instructions:�Quotes shall be submitted electronically via email and �are due no later than the February 17, 2023 at 11:00am (or as amended) and must conform to the requirements of this Request for Quote (RFQ) and its attachments. RFQ responses shall be submitted prior to the closing date and time identified above electronically through email to the Contract Specialist carla.m.rosario-rivera.civ@army.mil�and the Contracting Officer�maria.d.otero4.civ@army.mil �It is Offeror�s responsibility to assure its quote is received by the date and time specified above. If quote is not received by the date and time specified above, it will be determined late and may not be evaluated. Offerors are hereby notified that the Government will not reimburse costs incurred for quote preparation. B. Questions Instructions:�All questions regarding this RFQ shall be submitted in writing no later than 10:00AM on 14 February 2023 via email to�carla.m.rosario-rivera.civ@army.mil and copy to maria.d.otero4.civ@army.mil C.�General Instructions 1. The requirement will be issued, evaluated and awarded utilizing the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR), Army Federal Acquisition Regulation (AFAR) procedures in conjunction with Standard Operating Procedures. 2. Offerors shall be registered in the System for Award Management website (SAM.gov). 3. The Quote. The submission of the quote will constitute the offerors acceptance of the terms and conditions, concurrence with the specifications provided.� 4. The government intends to evaluate quotes and may award a contract without discussions. However, the government reserves the right to conduct discussions if determined by the Contracting Officer to be necessary. Therefore, each initial offer should contain the contractor�s best quote from both a price and a technical standpoint. 5. If an offeror believes that the requirements in these instructions contain an error, an ambiguity, omission, or are otherwise deemed unsound, the offeror shall immediately notify the Contract Specialist Carla Rosario, in writing, to carla.m.rosario-rivera.civ@army.mil�with a copy to�maria.d.otero4.civ@army.mil�with supporting rationale. The offeror is reminded that the Government reserves the right to award this effort based on the initial Quote, as received, without discussion. 6. Quote expiration date. Quotes in response to this solicitation shall be valid for 90 days from Offer due or as amended. 7.�""MEDICINAL CANNABIS��is prohibited at Fort Buchanan premises. Contractor is responsible to comply with this requirement otherwise individuals will be processed in accordance with federal laws."" 8.�COVID-19�procedures:� Contractor shall follow CDC and DoD Force Health Protection guidance regarding COVID 19 protocols.� Once contract awarded, Contractor shall contact the appointed COR for any additional COVID 19 changed related to the base entrance and assigned premises.� Policies changes at any time, Contractor is responsible to maintain up to date on the procedures related COVID-19.��� Contractor is responsible to provide evidence of vaccinations at any time upon request. Please, be advise that violator will be persecuted in accordance with federal enforcement laws. D. REAL ID COMPLIANT Federal Installations requires visitors to present government-issued identification for access to its facilities. For visitors presenting a state-issued driver�s license or identification card, EFFECTIVE 1 OCTOBER 2021, Fort Buchanan Installation will only accept such documents if they are issued by states that are REAL ID compliant. If the state that issued your license is listed as noncompliant to facilitate access please bring an alternate form of government-issued photo ID such as a passport or Federal employee, military, or veteran (see local policy) identification card. Failure to provide stated acceptable identifications after 1 October 2021, may be basis for not granting access onto Fort Buchanan installation.
