- Description
- This is the official solicitation synopsis for the Base Paving IDIQ contract at Tyndall Air Force Base, FL. This will be a single award, firm-fixed price, Indefinite Delivery-Indefinite Quantity (IDIQ) contract with a Base Year and Two Option Years. The Contractor shall be responsible for furnishing of all plant, labor, equipment, transportation, materials and professional services to perform the following items of work associated with asphalt pavement installation or repair: Milling of pavements, demolition of pavements, excavation and grading, installation or repair of storm drains, headwalls, and stormwater convenances, grading and compaction of sub-base, installation or repair of base course, installation and repair of asphalt pavement, concrete driveways, sidewalks, curbs and gutters, marking of pavements, and installation of topsoil and grass at Tyndall AFB, FL. All work is to produce a complete, ready to use product in strict accordance with the specifications, drawings and subject to the terms and provisions of the contract. The Contracting Officer (CO) will conduct negotiations with the Contractor and issue individual task orders for maintenance, repair and minor construction projects identified by the Base Civil Engineer (BCE) as part of this Paving IDIQ. Individual task order projects will vary in size. Scope includes work at Tyndall Air Force Base, Florida.��� All work shall be accomplished in accordance with contract documents and most recent Federal and state regulations.� If there is a conflict between these codes, regulations and specifications, the most stringent requirements shall apply at all times. Documents listed by and/or provided by the Government are for reference only and do not relieve the Contractor from adherence with applicable codes not specifically addressed. The contractor shall also perform the required services in accordance with the SOW, applicable Construction Wage Rate, and all other contract terms and conditions. The North American Industry Classification System (NAICS) code 237310, Highway, Street, and Bridge Construction, will apply to this acquisition. The size standard for this NAICS code is $45.0M. The specific description of work will be identified in each individual task order. Performance and payment bonds will be required per individual task order in accordance with Federal Acquisition Regulation Part 28. Period of Performance and Magnitude: The magnitude of this project is IAW FAR 36.204(g), is between $5,000,000 and $10,000,000. The period of performance is based on Task Order Issuance. In accordance with FAR 52.211-10, Commencement, Prosecution, and Completion of Work, shall be incorporated into each Task Order in conjunction with notice to proceed. All work shall be in strict compliance with the specifications of the contract. The successful offeror will be selected using the Tradeoff Process in accordance with FAR Part 15.101-1. It is anticipated that the solicitation will be issued electronically on or about 27 February 2023, on the SAM web page. The entire RFP will be made available only on the SAM website, www.sam.gov. Potential offerors are responsible for monitoring this site for the release of this document and subsequent amendments, paper copies will not be available. It is anticipated that the following viewers will be needed to view the solicitation and all attachments: Microsoft Word (.doc), Microsoft Excel (.xlsx), Adobe Acrobat Reader (.pdf) and WinZip (.zip or .exe). To be eligible for contract award, offerors must be registered and marked active in the System for Award Management (SAM). If necessary, register via the SAM website www.sam.gov.
