Description
This is a Sources Sought Synopsis only. This is not a solicitation for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. There is no bid package or solicitation. All responses will be provided in writing via e-mail. No presentations will be scheduled. Naval Facilities Engineering Systems Command (NAVFAC) Northwest is seeking responses from small business construction firms with interest and current relevant qualifications, experience, personnel, and capability to perform the work described below at various installations and facilities serviced by NAVFAC Northwest. These areas are included but not exclusive to Naval Base Kitsap (NBK) Bangor, NBK Bremerton, Naval Station Everett (NSE), Naval Air Station Whidbey Island (NASWI), Indian Island and Manchester Fuel Depot. The North American Industry Classification System (NAICS) Codes is 237990, Other Heavy and Civil Engineering Construction, with a Small Business Size Standard of $45 million. The contract is planned as an indefinite delivery, indefinite quantity (IDIQ) construction contract. The planned maximum ordering capacity is not-to-exceed $50 million over the life of the contract, or five years, whichever comes first, assuming that all option years are exercised. The Government is considering a 2-year base period and a 3-year option period. The estimated task orders will be issued as firm-fixed-price with a minimum value of $7,500 each and a maximum value of $2,000,000 million each. An estimated minimum guarantee of $5,000 is anticipated. The work covered by this planned contract consists of: minor construction, repair, alteration, renovation, and paving services that do not require certified design (stamped drawings) and 20% estimated for airfield paving. Should certified designs be required for Airfield Paving, the Government will provide them. It is anticipated that the firm awarded a contract will have to have a minimum bonding capacity of $7,500 per project and $10 million aggregate. Interested small businesses are invited to respond to this sources sought by completing and returning the response form provided with the announcement published on Contract Opportunities within SAM.GOV. Each responding small business is requested to provide one to three example projects which best demonstrate the company�s experience relative to the types of work covered by this requirement in order for NAVFAC Northwest to determine there are a sufficient number of qualified small businesses to set the solicitation aside for small business. Example projects should be representative of NAICS 237990. The projects should meet the description above, and be similar in size, scope, and complexity to this requirement (e.g. projects involving, paving, airfields, dirt work, concrete, asphalt, facility renovation, facility additions, construction-related activities). Example projects completed within the past five years are considered more relevant than projects completed more than five years ago. Example projects with federal, state, or local Government, and/or commercial customers will be accepted. When completing the response form, please take the time to complete the form sufficiently that NAVFAC NW can determine there are a sufficient number of qualified small businesses available to set aside the solicitation. If an insufficient number of qualified responses are received, NAVFAC NW may issue the solicitation as full and open competition. Within the Narrative Description section of the response form, describe the projects sufficiently to demonstrate your firm�s experience with the types of work described in the work description above. Respondents will NOT be notified individually of the results of the sources sought. Please respond to this announcement by 2:00 p.m. Pacific Daylight Time, Thursday, 23 February 2023 by submitting an e-mail with an attached electronic copy of your response to tatiana.d.tubberville.civ@us.navy.mil.
