Description
Naval Facilities Engineering Systems Command, Pacific intends to issue a Request for Proposal (RFP) to award a sole source bridge contract for the continuation of the Philippine Operations Support Contract (POSC) III in the Republic of the Philippines. The solicitation is for multi-function support services including basic operational support for U.S. Military Forces or other Federal Government agencies supporting Indo-Pacific Command (USINDOPACOM) under the auspices of the United States-Republic of the Philippines Mutual Defense Treaty and Enhanced Defense Cooperation Agreement (EDCA) and Visiting Forces Agreement.� Services shall be provided at operating locations in the Philippines.� Future support within the Southeast Asia, Oceania, North East Asia and South Asia regions may be required.� The North American Industry Classification System (NAICS) for this requirement is 561210 and the annual size standard is $41.5 million. This is a notice of the Government�s intent to negotiate and award a sole source cost-plus-incentive-fee (CPIF) bridge contract to JJLL, LLC under the authority of 10 U.S.C. 3204(b)(B) and Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii). The anticipated services to be performed may include, but are not limited to: Management and Administration, Telecommunication Services, Force Protection, Airfield Facilities, Passenger Terminal and Cargo Handling, Ordnance Handling & Transportation Management, Supply and Material Management Services, Morale, Welfare and Recreation (MWR) Support, Galley, Lodging Support Services, Facility Management, Facilities Investment, Facilities Services, Utilities, Base Support Vehicles and Equipment (BSVE), and Environmental. This bridge contract will provide continuity of mission essential base operations support (BOS) services in the Republic of the Philippines while the follow-on competitive procurement is in a suspension status due to corrective action in response to a protest at the Government Accountability Office (GAO). Services are currently being satisfied under the Philippines Operations Support Contract (POSC) III Bridge, N62742-22-C-3590. That contract was awarded to JJLL, LLC with a target cost of $7.8 million. The contract was awarded as a Cost-Plus-Incentive-Fee (CPIF) contract for six (6) months of Full Performance. The contract is currently in Full Performance (01 October 2022 through 31 March 2023). The contract expires on 31 March 2023. The subject of this synopsis, the second bridge contract, will have a period of performance with a maximum of 12 months. Full performance of all required services will commence on 01 April 2023 and will end no later than 31 March 2024. This notice is published for informational purposes only and is NOT a request for competitive offers and a solicitation will not be issued. Any firm that believes it can meet the requirements herein may submit a written response. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating the company�s ability to meet the requirements herein without disruption to the critical base BOS services in the Republic of the Philippines. Interested sources may identify their interest and submit capability information in response to this notice by 28 February 2023, 2:00pm Hawaii Standard Time, via email to Shelly Torres at shelly.k.torres.civ@us.navy.mil and NFPACQ2@navy.mil. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by any firm responding to this notice.
