Description

INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build EHRM Infrastructure Upgrades Construction project at the Des Moines VA Medical Center (VAMC) located at 3600 30TH Street, Des Moines Iowa 50310. PROJECT DESCRIPTION: Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for EHRM Infrastructure Upgrades at Des Moines Veterans Medical Centers. Work includes general construction, alterations, roads, walks, grading, drainage, necessary removal of existing structures and construction and other items required by drawings and specifications. Construction services includes, but not limited to the following infrastructure improvements: electrical, data cabling, cabling/ conduit to WIFI AP, core drilling for conduit installation between floors, install bonding, UPS, building management system interfaces, access security, new and upgrades to existing HVAC, reconfiguration, expansion and renovation of existing space in buildings as necessary, Data Center/Main Server room systems and infrastructure physical security upgrades, hazardous material abatement, install diversified path to Data Center for WAN, upgrade fiber infrastructure backbone campus wide within buildings and between buildings. ADMINISTRATIVE: The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $39.5 million. The solicitation will be issued in early March of 2023. The period of performance is approximately 365 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000 and $20,000,000. This notice is not a request for competitive offers.
