The limited buildable land puts constraints on any new development or future missions. The NAS Patuxent River Main Site has had many emergent requirements for development, which were not anticipated in the Installation Development Plan or the previous Installation Master Plan (2012). At Webster Outlying Field (WOLF), the remaining 5.8 acres of buildable land are not contiguous. Between the publications of the Installation Master Plan of 2012 and the Installation Development Plan of 2018, many facilities underwent unforeseen expansions. Consequently, the unanticipated growth took up even more of the already limited available space.� The remaining land available for mission growth contains wetlands, which require mitigation if disturbed.� Implementation of compensatory mitigation for wetland impacts must occur off-site, within the Patuxent River/Chesapeake Bay watersheds, to avoid exacerbating on-site space constraints. Utilizing a wetland mitigation bank or in-lieu fee program is preferred to address future compensatory mitigation requirements; however, there are currently no mitigation banks in Maryland with available credits and no in-lieu fee programs exist. This is a Sources Sought notice only.� This is not a solicitation announcement and as such, there are no Request for Proposal (RFP) documents to download. This is a market research tool being utilized to determine the availability of qualified sources. The Government is seeking to establish a pre-compliance, U.S Army Corps of Engineers (USACE) �certified, Mitigation Bank or In-Lieu Fee Program (ILF) for the Patuxent River, Maryland area within the watersheds of NAS Patuxent River and/or WOLF. Potential credits are specifically sought for non-tidal forested and emergent wetlands.�� The general scope of this market research is, primarily, to establish a pre-compliance Mitigation Bank or In-Lieu Fee Program (ILF) certified by the USACE. Under the current lack of existing mitigation banks and ILF Programs within Naval District Washington, it is expected that development of these entities would be necessary over the next two to five years to produce saleable credits. This request for information constitutes market research to create and/or manage a mitigation bank for the Navy as the propriety sponsor. The primary need is for a pre-compliance mitigation bank/ILF and credits that can serve as compensatory mitigation for any combination of non-tidal forested and emergent wetlands.� In order to establish the desired mitigation bank/ILF, the Navy is also seeking appropriate parcels of land within the Patuxent River and Chesapeake Bay watersheds, as well as potential partners with the appropriate survey, construction and management capabilities. Responses to this Sources Sought will not be considered responses to a future solicitation announcement.� No telephone calls will be accepted requesting a solicitation package or solicitation because there is no solicitation package or solicitation at this time.� Information regarding the technical point of contact will not be given and no appointments for presentations will be made. SUBMISSION REQUIREMENTS:�� Interested sources are invited to respond to this sources sought announcement by using the forms provided under separate file titled Sources Sought Information Forms. The interested source must at least provide the Contractor Information Form. Project Information Forms describing the interested source�s experience with efforts similar to the one described in this Sources Sought Notice are optional but recommended. The total number of pages is limited to 15 single sided 8 � x 11 pages for the Sources Sought Information Forms response and two single sided 8 � x 11 pages for a cover letter.
