Notice of Intent to Sole Source Award THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition & Property Operations. USFWS Division of JAO intends to award a firm fixed price sole source contract (period of performance: July 1, 2023 � October 30, 2023) under the authority of FAR 6.302-1 only one responsible source to: Pacific States Marine Fisheries Commission 205 SW Spokane St Ste 100 Portland, OR 97216 The North American Industry Classification System (NAICS) code for this requirement is 541620, Environmental Consultants. The object of this sole source award is for marking and tagging of juvenile salmon and steelhead produced at the Coleman NFH Complex is required by the California Fish and Wildlife and National Marine Fisheries Service. Marking and tagging of juvenile salmon and steelhead is accomplished using sophisticated state-of-the-art patented AutoFish tagging systems, which enable processing of larger numbers of fish and with improved precision as compared to the traditional method of conducting the task manually. The Pacific States Marine Fisheries Commission (PSMFC) personnel have specialized technical expertise in the operation of the state-of-the-art AutoFish tagging systems, and no other contractor can provide personnel with the unique technical expertise to operate the Autofish tagging systems. The Autofish tagging systems being used in California are the property of the California Department of Fish and Wildlife but are shared among all of the State and Federally operated hatcheries in the Central Valley. Because of the unique expertise required to operate the Autofish tagging systems, the California Department of Fish and Wildlife require that PSMFC staff be the only contractor permitted to operate the Autofish systems (see attached memo from CDFW dated March 15, 2016) . This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
