Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE � Acquisition Lifecycle Framework (ALF). The US Department of Veterans Affairs (VA), Office of Acquisition and Logistics (OAL) intends to issue a sole source purchase order to Military Service Alliance Inc., 7926 Hollington PL, Fairfax Station, VA, to provide a new framework for Acquisition Management entitled, Acquisition Lifecycle Framework (ALF) to be provided to its organization.� OAL requires eLearning training technology hosting, maintenance and management, eLearning interactive training development, data management and metric analysis and quality improvement processes to be provided to its organization.� OAL requires Strategic program management support to Develop training to support the agency-wide launch of ALF, to ensure alignment to VA modernization initiatives, and to improve acquisition management, provide program management support for the ALF training specifically in the areas of acquisition management which includes the entire lifecycle and provide administrative support to develop and facilitate the trainings, coordination of meetings, prepare presentation materials, draft minutes, and action items and development of ALF training documents, communications, roadmaps, plans. No Solicitation documents exist. No responses are being sought in regard to this notice. Sole Source Justification 1. Contracting Activity: Acquisition Service 2 Strategic Acquisition Center�Frederick (SAC-F) U.S. Department of Veterans Affairs 5202 Presidents Court, Suite 103 Frederick, MD 21703 Requiring Activity: VA Veteran�s Health Administration 2. Description of the Action: This activity proposes to negotiate a non-competitive award (sole-source) with Military Service Alliance, Inc., a verified Service-Disabled Veteran-Owned Small Business (SDVOSB), for providing ALF services for OAL. The Contractor will provide support for OAL in the development and distribution of eLearning interactive modules. The ALF is a disciplined, reproducible, and comprehensive methodology designed to manage acquisition programs and projects (P/P) from needs identification through closeout. The framework encompasses five phases to include Conceptualization, Definition, Development, Delivery, Execution, and Operations, and Close-Out. This training will be a three-part training curriculum to improve the skills of the acquisition workforce to execute the various activities within the acquisition lifecycle. OAL will request support in instructional system design, testing and evaluating the current hosting environment for distribution capacity of module source files, management of source file integration, design user interface to deliver segmented modules, implement data management processes, 508 compliance SME, and active tech support. Based on the stated tasks, OAL will request the contractor to fulfill all requirements associated with the successful delivery, distribution, and management of the ALF interactive modules to the VA workforce. OAL requires eLearning training technology hosting, maintenance and management, eLearning interactive training development, data management and metric analysis and quality improvement processes to be provided to its organization. 3. Description of Supplies/Services This contract provides for materials including, but not limited to the following for each period of performance: OAL requires eLearning training technology hosting, maintenance and management, eLearning interactive training development, data management and metric analysis and quality improvement processes to be provided to its organization.� OAL requires Strategic program management support to Develop training to support the agency-wide launch of ALF, to ensure alignment to VA modernization initiatives, and to improve acquisition management, provide program management support for the ALF training specifically in the areas of acquisition management which includes the entire lifecycle and provide administrative support to develop and facilitate the trainings, coordination of meetings, prepare presentation materials, draft minutes, and action items and development of ALF training documents, communications, roadmaps, plans. 4. Authority Cited: The statutory authority permitting other than full and open competition for this procurement is 41 U.S.C. � 3304(a)(5) as implemented by the FAR Subpart 6.302-5 entitled, �Authorized or required by statute�. The applicable statute is Public Law 109-461: �Veterans Benefits, Health Care, and Information Technology Act of 2006� specifically, the �Veterans First Contracting Program,� outlined in 38 USC �8127(c). VAAR 819.7007 states explicitly, �A determination that only one SDVOSB can meet the requirement is not required,� and that using this authority, the following must be verified: (1) The anticipated award price of the contract (including options) will not exceed $5 million. The requirement meets this requirement as it will not exceed $5Million. (2) The justification prepared pursuant to FAR 6.302-5(c)(2)(ii) is posted in accordance with FAR subpart 5.301(d). The approved A J&A for Other than Full and Open Competition will be made publicly available at SAM.gov within 14 days after contract award as required by FAR 6.305(a). 5. Reason for Authority Cited: In accordance with (IAW) VAAR � 819.7007(b) - Sole source awards to service-disabled veteran-owned small business concerns, �The contracting officer�s determination whether to make a sole source award is a business decision wholly within the discretion of the contracting officer. A determination that only one SDVOSB concern is available to meet the requirement is not required. In accordance with Public Law 109-461, codified at 38 USC � 8127, to increase contracting opportunities for small business concerns owned and controlled by veterans and small business concerns owned and controlled by veterans with service-connected disabilities, VA CO are given specific statutory authority to award a contract to a small business concern owned and controlled by veterans using procedures other than competitive procedures (i.e. a �sole-source� contract). The contracting officer may do so in accordance with VAAR 819.7007. Should responses or other communications received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
