AMENDMENT A0004 dtd 02/14/2023: � Amendment A0004 is issued to change berthing location from Suape Port Brazil to similar berthing and husbanding agent port services at the commercial port in Recife, Brazil, located on the island labeled ""Recife"".� See attached SF-30 and Continuation Page for additional details. � To be considered responsive to this Solicitation, the hour and date specified for return of this Amendment A0004 is 2:00pm EST on 2/17/2023.� AMENDMENT A0003 dtd 02/09/2023: � This amendment requests specific clarification as detailed in Block #14 and the continued attached page of SF30 (included in this posting). � To be considered responsive to this RFQ, the hour and date specified for return of this Amendment A0003 including the required clarifications is 4:00pm EST on 02/11/2023. AMENDMENT A0002 dtd 01/25/2023: � Amendment A0002 provides an attached REVISED Statement of Work, a REVISED Atch 1-Pricing Schedule and a REVISED Solicitation & Clauses, for further clarification of this solicitation.� Solicitation Atch 2-Contractor Past Performance Reference Sheet remains unchanged. � The hour and date specified for receipt of offers is hereby extended from 01/25/2023, 3:00PM EST to 01/27/2023, 3:00PM EST.� AMENDMENT A0001 dtd 01/20/2023:� This amendment provides a REVISED Statement of Work, a REVISED Atch 1-Pricing Schedule and a REVISED Solicitation & Clauses, all as a result of Questions and Answers received for this solicitation. �Solicitation Atch 2-Contractor Past Performance Reference Sheet remains unchanged. � Questions and Answers sheet attached. � The hour and date specified for receipt of offers is hereby extended from 01/24/2023, 3:00PM EST to 01/25/2023, 3:00PM EST.� THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation NM-AN2140-23-00297 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2023-01. The National Oceanic Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), NOAA Ship Ronald H. Brown has a requirement for husbanding agent port and harbor services at Suape Port, Brazil. The Period of Performance is 02/24/2023 through 03/09/2023 (14 days). �The specific port call dates are 02/27/2023 through 03/06/2023 (8 days). The Place of Performance address is Saupe Port, Brazil. Contract Type/Evaluation The Government will award a firm fixed price contract based on Lowest Price/Technically Acceptable (LPTA). Quote shall include all costs detailed on the Pricing Schedule unless otherwise indicated on the vendor�s quote. This RFQ is 100% set aside for small businesses. The associated NAICS code is 488310, Port and Harbor Operations with a corresponding Size Standard of $47 million. Service Contract Labor Standards Not Applicable.� Offeror Instructions Each offeror must provide the following information with the quote: The Request for Quote (RFQ) number; The Name, Address, Telephone Number, and Unique Entity Identifier Number of the Offeror; Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; Complete Pricing Schedule (Atch 1) Acknowledgment of Solicitation Amendments (SF-30), if any, and; Not less than three (3) completed Past Performance Reference form (Atch 2). Contractors who do not respond to items 1 through 6 may be considered non-compliant with the requirements of the solicitation and no further consideration shall be given for award. Site Visit Not Applicable Questions All questions must be submitted in writing to Robin.Souza@noaa.gov by 3:00 PM Eastern on January 18, 2023. Telephone inquiries will not be honored. Quotation Submission Response Quotes in response to this solicitation shall be submitted electronically via email by 3:00 PM Eastern, on January 24, 2023 to the following Government representative(s): Robin Souza, Contract Specialist Robin.Souza@noaa.gov 757- 241-5359 It is the Offeror�s responsibility to ensure that any submission transmitted to the specified Government representative(s) is received prior to the due date specified herein.� Offerors are highly encouraged to contact the Government representative(s) specified above prior to the solicitation�s stated time and date for receipt of offers to ensure the Government has received the submission.� Offers received after the date and time specified in this solicitation may be excluded from consideration.��� The anticipated award date is on or about January 31, 2023. Contractors are encouraged to register with the Contract Opportunities Vendor Notification Service as well as the Interested Vendors List for this acquisition (see applicable tab within Contract Opportunities where this synopsis/solicitation is posted).
