- U.S. GOVERNMENT General Services Administration (GSA) seeks to lease the following space: State: WA City: Spokane Delineated Area: Central Business District Minimum Sq. Ft. (ABOA): 14,460 Maximum Sq. Ft. (ABOA): 15,183 Space Type: Office Parking Spaces (Reserved and Secured): 18 Full Term: 15 Years Firm Term: 10 Years Option Term: None Additional Requirements: Shall not be collocated with: Federal, State, and local agencies whose primary clientele are involved in or have ties to criminal elements. Private firms whose primary clientele are involved in or have ties to criminal elements. Agencies providing probation and/or parole services. Agencies providing drug abuse counseling/rehabilitation programs. Agencies providing social services. Halfway houses. Residential units. Entrances/exits cannot be located within close proximity (minimum 1,000 walkable feet) of certain locations, which include but are not limited to: A Drug-free zone. Schools. Areas where drug activities are prevalent. Must be accessible to client agency 24 hours a day, 7 days a week, and 365 days a year. Must be located on the second story or higher. Will accept first floor space under the following circumstances: The client agency is the sole tenant. There is a 20 ft. setback. There is blast film on exterior windows/doors provided at the building owner�s expense. Must be contiguous space on one or multiple floors. Must not be located above a drive-through. Must have the right to relocate exterior penetrations for security concerns. Requires uninterrupted power supply (UPS) for special spaces. Requires a location to mount a satellite dish or install an antenna. Must have ceiling height of 9 ft. or higher. Must have a freight or alternative elevator if offered space is on the second floor or higher. Prefers a loading dock but not an essential requirement. Requires a secure method to enter the building by the use of Sally port, loading dock, private stairwell, or private elevator. In a multi-tenant building, where a private elevator is not possible, must be able to secure and control the elevator. Requires secured (fenced) parking for specialized agency vehicles. Does not include carports. Facilities with underground parking must have access controlled entrance restricted to building tenants only. May be below grade if it has a parking surface at least 8 ft. below grade. All spaces must be clearly striped and numbered (and marked with �Reserved�). Secure warehouse parking must be designed to have two (2) electronically operated roll-up overhead doors at a minimum of 12� high. Garage overhead doors must be solid-type construction and heavy-duty for high frequency use. It must be automatic with manual override Garage gates must have heavy-duty door-operating mechanisms with manual bypass and be equipped with safety sensors. Capacitive ground loop sensor must be embedded at the door for exiting purposes. The garage overhead door must close automatically behind vehicles upon entry and exit. Access control must be exercised via a proximity card; reader system installed on mounting posts. Openings in perimeter; partitions greater than 96 square inches must be secured by 5/8� rebar with vision obstruction. One parking spot must be designated for a special purpose vehicle, which requires a standard duplex outlet. Secure outside surface parking will be considered on a case-by-case basis; provided it is onsite and can be secured to the client agency�s site-specific requirements. The client agency will conduct a security risk assessment of each site offered to determine if a fence is required. At minimum, a fence will be required for special purpose and seized vehicles. Requires parking for oversize vehicles (vans and trucks). Please notify if there is a height restriction for any structured parking. In the event the entire parking requirement cannot be satisfied in one location, �off-site� secured parking will be considered if the location is either owned by the same Lessor or can be contracted by the Lessor for the term of the lease. Offsite parking adjacent to the client agency is preferred; however, if not feasible, offsite parking must be located no more than one block from the client agency. Cannot be located within a shopping mall or shopping center. Must be able to provide floor load calculations and coordinate requirements with high density filing system firm. The building�s Minimum Point of Entry (MPOE) or Demarcation Point (DMARC) must not be located within the client agency�s secured space. If the MPOE/DMARC is located within the offered space, then the client agency determines that the building owner is responsible for relocating this infrastructure to a different point in the building. Must be serviced by public transit and have public parking within a reasonable distance from the office. ************************************************* Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease.� A fully serviced lease is required.� Offered space shall not be in the 1-percent-annual chance floodplain (formerly referred to as �100-year� floodplain).
