Description
PRE-SOLICITATION NOTICE SOLICITATION NUMBER: N4008523R2602 This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.� The intent of this synopsis is to make notice of a proposed contract action for B79 2nd and 3rd Floor Renovations, Portsmouth Naval Shipyard, Kittery, ME. PROJECT DESCRIPTION: This solicitation will result in a firm-fixed price (FFP) contract for design-bid-build (DBB) construction services. This project replaces mechanical systems on the second and third floors in Building 79, a historic waterfront support facility. Repairs will include replacing the heating system, HVAC, and controls. The heating system shall be replaced with a new steam to hot water plant, hot water circulation pumping system and a complete new hot water distribution system. The proposed HVAC system will allow for more precise control of the environment and will allow for future space flexibility. Systems will be designed and located to allow safe and accessible maintenance without disrupting the customer. Ventilation air supply and control will be energy efficient and will utilize BACnet based controls, allowing for full integration to the base wide network and Regional smart Grid. Building envelope repairs are also included but limited to repairing flashing around windows, roof repair, repointing masonry, and addressing water infiltration issues. Furthermore, the project reorganizes waterfront engineering support and training spaces required to accommodate recent hiring necessary to support the Shipyard's mission. Combining mechanical repairs with this reorganization provides for a more efficient approach that reduces impacts and accommodates hiring by increasing density and efficiently configuring existing spaces. The completion time for this contract is 743 calendar days after award. This solicitation is being advertised as a total small business set-aside. This is a source selection procurement requiring both non-price (technical and past performance) and price proposals, and will utilize the best value continuum process at FAR 15.101-1, Tradeoff process. The basis for evaluation and evaluation factors for award will be included in the solicitation. The appropriate Northern American Industry Classification System (NAICS) code for this procurement is 236220 � Commercial and Institutional Building Construction, and the Small Business Size Standard is $45,000,000. In accordance with DFARS 236.204, the magnitude of construction for this project is between $10,000,000 and $25,000,000. This office anticipates award of a contract for these services by June 2023. A Sources Sought notice was published on 19 January 2023 to determine the capability of small businesses to perform the requirement. The Sources Sought notice yielded four (4) Small Business responses with only two (2) having submitted complete capabilities packages for evaluation. Based upon analysis of the data considered, and in accordance with FAR 19.501(c), the Contracting Officer has determined that there is a reasonable expectation that an adequate number of Small Business firms would respond to or be qualified to perform the requirements of this solicitation. NAVFAC Mid-Atlantic�s Office of Small Business Programs concurred with this decision on 10 February 2023. The drawings and specifications for this project will be posted with the solicitation and are not available at this time. The Request for Proposal (RFP) will be issued on or about 28 February 2023.
