**** PLEASE NOTE - THE ORIGINAL POSTING ON 13 FEBRUARY HAD AN INCORRECTLY LABELED SPECIFICATION ATTACHMENT.� ATTACHMENTS HAVE BEEN CORRECTED. *** The Contractor shall furnish all labor, equipment, devices, and materials, and perform all work required to erect high frequency antennas at Test Sites located in Stockbridge, NY and Newport, NY. This acquisition includes but is not limited to these principal features: � Demolition of existing site, utilities, grading, foundations, site work, and erection of new high frequency (HF) antenna Demolition of existing building 1605 and existing site restoration following building 1605 demolition. Demolition of existing building S1640 and existing site restoration following building S1640 demolition BASE BID: Stockbridge Test Site- demolition of existing site, utilities, grading, foundations, site work, and erection of new high frequency (HF) antenna BASE BID: Tanner Hill Test Site- demolition of existing site, utilities, grading, foundations, site work, and erection of new high frequency (HF) antenna BASE BID: Irish Hill Test Site: demolition of existing site, utilities, grading, foundations, site work, and erection of new high frequency (HF) antenna. As well as demolition of existing building S1640 and existing site restoration following building S1640 demolition. ALTERNATE BID 1: Tanner Hill at Newport Test Site: demolition of existing building 1605 and existing site restoration following building 1605 demolition. Work will be performed in accordance with the Specifications dated 29 October 2021, and Drawings, dated 29 October 2021 (Attachment 1 and Attachment 2, respectively). This acquisition will be a 100% Small Business Set-Aside IAW FAR 19.5. The applicable NAICS code is 236620 with an associated small business size standard of $39,500,000 average annual revenue. The estimated magnitude of construction is between $5,000,000 and $10,000,000. Bidders must provide payment and performance bonding in the amount of its bid. A Bid guarantee in the amount of 20% of the bid amount will be required to accompany all bids. Questions and comments are welcome and must be sent to the Contract Specialist, Brooke McDonald at Brooke.McDonald@us.af.mil. The Invitation for Bid (IFB) is anticipated to be posted online at http://sam.gov under the reference number FA875123B0001 on or about 1 March 2023. Bids will be due approximately 30 days later. A site visit will be conducted within 10 days after issuance of the IFB. The date will be finalized when the IFB is posted. The IFB documents will only be available electronically. Potential bidders will be responsible for downloading the IFB documents and for monitoring the website for possible amendments and any additional information. Award will be a firm fixed price (FFP) contract resulting from a competitive Invitation for Bid (IFB). Competing bidder�s bids shall be ranked according to price.� Award will be made to the lowest priced responsible bidder, whose bid is responsive to the terms of the IFB.� Bids will be accepted on an all or none basis only. Partial bids will not be accepted. Successful bidders will be selected based upon the lowest total evaluated price (TEP) using the procedures in DFARS 252.236-7007. NOTE:� In order to receive a contract award, if issued, the successful bidder must be actively registered in and have their Online Representations and Certifications completed in the System for Acquisition Management (SAM) - www.SAM.gov.� Bidders must also be actively registered in Wide Area Workflow (WAWF) - https://piee.eb.mil. All responsible sources may submit a bid which shall be considered by the agency.�
