SC3 states a salient characteristic Patients must be able to rest their hands on a support below the elbow, such as a walking handle or a waist-level handle. However, no walker handle is listed on the bid sheet. Should we add the optional walker handles as an additional line item? GOVERNMENT RESPONSE: Per solicitation provision E.7 52.211-6 BRAND NAME OR EQUAL (AUG 1999), specifically para (b), in order to be considered for award all equal brand products must: (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation. Therefore, if the product requires the purchase of an additional accessory(s) or optional items in order to meet the salient characteristic, then the price quote shall list these items on separate CLINS. For price evaluation purposes of the quote, all estimated quantities for CLIN 0001 will be used to evaluate the total price. Q2. Our unit comes with the hand control, battery, and remote charger all included in the price. Do you still want those equivalent line items listed but with a zero dollar charge? GOVERNMENT RESPONSE: No. Quoters shall use the YELLOW spaces provided in column M Item Description of solicitation Attachment A PSTSLA With Ambulation - Price List to identify all the parts that come standard with the purchase of their equal brand model. Do not create a separate line item in this case.
