Description
Market Survey Capability Assessment For the Office of Security and Hazardous Materials Safety (ASH) Command and Control Communications (C3) Program C3 Business Team Support Services This is a market survey for C3 Business Team Support.� The purpose of this market survey is to solicit statements of interest and capabilities from all businesses capable of providing the services as described in the attached Statement of Work (SOW). At this time the nature of the competition has not been determined. The FAA may decide to do an open competition or a set aside the procurement for Small Businesses, Eligible Socially and Economically Disadvantaged Small businesses that are certified by the SBA for participation in the SBA�s 8 (a) Program, Small Women-Owned Businesses, Service-Disabled Veteran Owned Small businesses and HUBZone Small Businesses. �The results of this market survey will be used for planning purposes only.� Results of this market survey will not be released. The FAA request that interested vendors submit a capability statement demonstrating your strategy/capability/methodology to perform the requirements of Section 5, �Task Requirements� in the Statement of Work (SOW) attached, and also cited below. Submissions are limited to no more than 10 pages, font size of vendor choice: SOW Section 5.0 Task Requirements: 5.1������ Task 1 � Program Management Support The Contractor must provide program management support to verify that identified tasks are performed efficiently, accurately, on time, and in compliance with the requirements. The Contractor must participate as a member of a Government-led team when directed by the Contracting Officer�s Representative (COR). 5.2 ����� Task 2 � C3 Business Team Support: Program, Contract, and Financial Management 5.2.1��� Program and Contract Support The Contractor must provide program and business management support. Support must include program, contract, and financial management; program planning; scheduling; financial tracking; budget formulation; budget execution; business management; contracts administration; reimbursable support; and logistics. The Contractor must provide financial support using FAA management systems such as DELPHI, PRISM, Simplified Program Information Reporting and Evaluation Tool (SPIRE), Microsoft Access, FAA Projects Toolset (Reimbursable System) and the Regional Information System (REGIS). The Contractor must provide support to perform budget formulation, analysis of financial data and trends, and budget execution; reconciliation of allotted funds through an agency reconciliation system; and the submission of the spend plan. The Contractor must provide support to prepare Purchase Card Requests which includes working with program managers and project leads to describe the need, conduct market research, develop bill of materials and cost estimates, obtain quotes, and verify the purchase follows Government procurement regulations, policies, and guidance. The Contractor must also validate receipt of inventory/orders/items, obtain any required FAA signatures for acceptance, upload packaging slips and update any FAA inventory or GFP records. The Contractor must provide support to perform procurement requests (PRs) in PRISM, monitor contract invoices, track contract burn rates, monitor inactive obligations and deobligation of unused funds, submit inactive obligations reports, and draft and coordinate required contract documentation to include Statements of Work (SOWs), Business Case Justifications, Single Source Justifications (SSJs), and Inter-Agency Agreements (IAAs), with input from program managers and project leads including potential follow-on research. The Contractor must provide the C3 Program Office with Technical Project Management Support, to perform technical guidance and advice regarding the strategic and tactical management strategies in development and maintenance of the various C3 technical programs. This technical guidance includes providing technology guidance and direction in line with FAA enterprise standards; performance management and coaching; recommending key initiatives to drive the overall mission forward; and describing and measuring successful business outcomes. The Contractor must also provide weekly status reports and conduct status meetings with stakeholders; meet with C3 program stakeholders both locally and regionally, to recommend budget allocation and assist with managing the budget collaboratively with the client�s business unit; provide oral and written reports and briefings tailored to a variety of stakeholders; and elicit stakeholder business requirements and stakeholder feedback using a variety of methods such as interviews, document analysis, requirements workshops, site visits, business process descriptions, master schedules, use case scenarios, business analysis, and task and workflow analysis.
