Description
Intent of Notice: The Army Contracting Command � Orlando (ACC � Orlando), for the U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Program Manager Cyber, Test and Training (PM CT2), in support of the Threat Systems Management Office (TSMO), intends to issue a sole source bridge modification to an existing task order under the TSHS IDIQ W31P4Q-17-D-0044 to extend services to Kord Technologies, LLC (Kord) in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� The reason for the bridge modification is to have continuity of services while the Competitive Source Selection for TSMO's TSHS ID/IQ replacement contract, Threats and Targets for Testing and Training systems (4TS) ID/IQ, is completed. The follow on 4TS solicitation number is W58SFN-23-R-0059 and is currently under source selecton at�AAC Redstone, AL. If the current TSHS task order service is allowed to lapse, multiple programs' performance, schedule and cost risks will be impacted. Therefore, it is in the Government's best interest to award a bridge modification to the existing task order and avoid a substantial duplication of cost to the Government that is not expected to be recovered through a separate bridge competition; or unacceptable delays in fulfilling the agency�s requirements. It is anticipated that the modification will add an estimated amount of around $5.395M to the existing task order and increase to $10.8M. The period of performance (PoP) for the modification is expected as follows: PoP - 6 months Option 1: 01 September 2023 to 28 February 2024 PoP - 3 months Option 2: 01 March 2024 to 31 May 2024 PoP - 3 months Option 3: 01 June 2024 to 31 August 2024 In accordance with FAR 6.302-1(a)(2)(iii)(A) and (B) services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition; or unacceptable delays in fulfilling the agency�s requirements. Brief Description of Requirement: The Target System Hardware Support (TSHS) contract provides engineering services, database management, technical administrative support, target system, and component procurement and contractor travel to support PM CT2 targetry efforts at ranges, located in both the United States and Allied Nations. The target system and component requirements include procurement of target systems, targets, support equipment, and system parts and components for use on test and training ranges as well as transportation of items.� Capabilities maintained under this contract will allow the PM CT2 to continue to support the Chief of Staff of the Army - initiated science and technology investments over the next six to twelve months. Description of Subject Task Order: The TSMO task order being modified is to provide non-personal services to assist in planning, organizing and developing Surface Target, Aerial Target Flight Services (ATFS) Program, Mobile Ground Targets Operations Program (MGTO), Army Ground and Air Target Control System (AGATCS) Program , Aerial Weapons Scoring System (AWSS) Program; and analyze design deficiencies and operational procedure modifications to improve performance of the above defined programs. Provide administrative support for networks, servers and application databases requirements for ATFS Program; MGTO, AGATCS Program and AWSS Program, including procurement of necessary hardware and software components to provide technical refreshes and necessary licensing for Maximo. Provide life-cycle logistics support for the ATFS, MGTO and AWSS systems.�Assist in planning, organizing and developing 5th Generation target and Air National Guard target exercises. Analyze design deficiencies and operational procedure modifications to improve performance of the above-defined programs.� The TSHS services are not subject to the Service Contract Act (SCA). The PoP increase through the bridge modification will allow continuity of support in response to ongoing Army development efforts to establish Army requirements as specified by Army Test and Evaluation Command (ATEC) Threat Capabilities Requirements Document (TCRD) and will support the continuation of ongoing technical, database and administrative support.� Note to Interested Firms: The proposed contract action is for support services for which the Government intends to solicit and negotiate with only one source (i.e., Kord) under the authority of FAR 6.302-1. Interested firms may respond to this Notice to Sole Source by 0900 EST on 06 March 2023. This notice of intent to sole source is not a request for competitive proposals.� A determination by the Government not to compete this proposed modification based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
