- Description
- 1.� This is a sources-sought announcement. This notice is for market research purposes only and IS NOT a request for proposal, quotation or bid. The Government will not reimburse respondents for any costs incurred in preparation of the response to this announcement. The 27 Special Operations Contracting Squadron (27 SOCONS) is seeking sources with current relevant qualifications, experience, personnel, and capabilities for a construction single award task order contract (SATOC). 27 SOCONS, requests letters of interest from potential prime construction contractors (small and large businesses). 2.� Project Description: This SATOC would mainly consist of minor construction, maintenance, repair, and design/build projects at Cannon Air Force Base (CAFB) in Curry County, New Mexico and Melrose Air Force Range (MAFR) in Roosevelt County, New Mexico. Construction projects will be awarded by individual task orders on an as-needed basis within a five-year ordering period estimated to start in Fiscal Year (FY) 2024 and go through FY 2029.��The contract ceiling is estimated to be $25M over the five year period. ���� a.� The scope of this contract will encompass Design-Build renovation and new construction projects. It may also include a broad variety of minor repair, modification, rehabilitation and/or alterations of existing buildings. The contractor is encouraged and expected to use innovative approaches to efficiently and effectively provide support which complies with project requirements in a timely manner, at a reasonable cost and in a way that fosters pride and ownership in the work performed. ���� b.� The salient characteristics of these projects consist of the following: Vertical construction, full complement of construction disciplines including foundation, infrastructure, site utilities, superstructure, building systems.� Features of work may include interior/exterior mechanical, electrical, fire protection, HVAC, architectural finishes, concrete, plumbing, carpentry, and roofing. ���� c.� Performance may further require, but not be limited to demolition, geo-technical investigations, infrastructure projects, interior fit-up, communications, and security and force protection (AT/FP) projects. 3.� The Contractor shall be required to perform all work in accordance with the access and security requirements of the installation and specific facilities.� 4.� Responders should also address all the following in their submittal: � ���a.� Interested prime contractors should submit a narrative demonstrating their experience in task order construction type contracts. ���� b.� Provide firm�s name, address, point of contact, phone number, e-mail address, and your CAGE code if your company is currently registered with the�SAM.gov�database.� If not, indicate if it has been registered or if you plan to register. � � �c.� In consideration of NAICS code 236220, with a small business size standard in dollars of $45.0M, indicate which of the following small business categories your business is classified under: Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, or 8(a) Business. ���� d.� Provide a letter from the surety regarding the bonding capability for a single contract action and aggregate of the interested prime contractor. ���� e.� Provide evidence that your firm has successful subcontractor relations in CONUS. ���� f.� Provide details of similar completed contracts to include at a minimum, project references, (including owner with phone number and email address), contract number, brief description of project, dollar value, what type of work and the percentage of work your firm provided on these contracts. ���� g.� Provide details of experience responding to multiple RFPs at once and performing multiple projects at once in varying locations. 5.� The Government would also like Industry feedback on the following: ���� a.� The Government has historically relied on R.S. Means or similar type unit pricing methods.� Does Industry have any input on their decision or any other ideas on the pricing mechanism as a potential replacement? ���� b.� Cannon AFB, NM and MAFR, NM subcontracting base is limited.� Does Industry have any input on the ability to manage subcontractors� performance across multiple construction disciplines on several task orders at once?� ��� �c.� What evaluation factors would you recommend for the source selection criteria? ���� d.� Comments will be shared with the Government project team, but otherwise will be held in strict confidence. 6.� Submission Instructions: THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. In addition, this sources-sought is not to be considered as a commitment by the Government, nor will the Government pay for any information solicited or delivered. 7.� Interested parties who consider themselves qualified to perform the above-listed requirement are invited to submit a response to this Sources Sought Notice NLT the time posted in this notice. All responses under this Sources Sought Notice must be emailed to: Donald Mills via email donald.mills.11@us.af.mil and SrA Charlee Maier via email: charlee.maier@us.af.mil ���� a.� Responses should be no more than eight (8) pages. ���� b.� Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. 8.� IMPORTANT NOTICE:� IAW DFARS 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting.� Contractors are required to implement NIST SP 800-171.� At time of award, the awardee must be registered in the Supplier Performance Risk System (SPRS) and have at least a Basic NIST SP 800-171 DoD Assessment that is not more than 3 years old.
